Description
The U.S. Department of State intends to conduct a competitive procurement for a contractor to supply computer software, which will provide best practices Commercial Off-The-Shelf (COTS) technology to assist in collection management activities of the Office of Fine Arts and U.S. Diplomacy Center. The computer software, commonly referred to as a "collections management system," shall follow international industry standards and methodologies, and conform to globally accepted cultural and artistic taxonomies and lexicographical vocabularies. As part of the supply of a collections management system, the vendor will provide training, data conversion services and implementation assistance. The software shall be fully operational under the collections management system within 120 calendar days of award. The collections management system shall operate in an Open Architecture, Oracle database, Microsoft Windows NT environment, allow integration of third party report writing tools, and operate on Intel Pentium IV workstations and servers. MANDATORY SOFTWARE PRODUCT REQUIREMENTS: The software shall include the following mandatory requirements for the basic functions for "Collections Management System": (a) shall provide for creation and maintenance of catalog records including customizable unique identifiers for objects, (b) shall provide for data quality, entry and proofing enforced by field validation to user defined tables, reference linkage to standard vocabularies and tables of authority, (c) shall provide for transaction processing, archiving and management of transaction information including incoming loans, outgoing loans, acquisitions, de-accessions, conservation, exhibitions, insurance, and location, (d) shall provide for inventory management including location, condition, audit verification recording, reporting and processing, and physical inventory taking tools, (e) shall provide for extensive capability for ad-hoc query and reporting and ability to integrate third party comprehensive ad hoc report generation tool(s), (f) shall provide for Integrated Intranet/Internet publishing. (g)The database model shall be an accepted industry, best practices model as demonstrated by number of installations, size of installations, and installation references. (h) The collection management system shall meet or exceed published industry standards including, but not limited to Large Scale Initiative (LASSI), mda SPECTRUM, Canadian Heritage Information Network (CHIN) Core Fields, the Dublin Core, and The International Council of Museums (ICOM). (i)A collection object shall be able to associate (link) to multiple electronic images including various standard graphics formats, video, and audio. (j) The collections management system shall include the license or sublicense to The Art and Architecture Thesaurus Database Authority Record Format Database (the "AAT") which is owned by the J. Paul Getty Trust. The mandatory software requirements will be evaluated on a pass/fail basis. Any offeror who does not meet all ten of these requirements will be eliminated from the competition and will receive no further consideration. Offerors who meet all the Mandatory software requirements will then be evaluated on their ability to meet the all other technical factors as provided in the solicitation. Required delivery shall be no later than 120 days after receipt of award. Award of a Firm Fixed Price, Requirements contract, with a Base Year and 4 Option Years is anticipated. This procurement will be set-aside 100% for small business. North American Industry Classification System Code is 421430, with a small business size standard of 500 employees.
