Description
Descrpition: I. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as Request for Quotations (RFQ) 2001-C-2 8. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circula r number 97-21. This solicitation is not a small business set-aside. 1. The U.S. Railroad Retirement Board (RR B), an independent Federal Government agency, headquarters located: 844 North Rush Street, Chicago, IL 60611-209 2, intends to procure a commercial-off-the-shelf password management software package. II. A. PRICE SCHEDULE. The offeror shall provide a firm-fixed price to deliver a password management software package. B. The offeror shall also provide as an option firm-fixed price to deliver a fully configured, installed and tested password man agement software package. C. The offeror shall provide as an option firm-fixed price to train on-site four (4) RRB administrators. D. The offeror shall provide as an option a hourly rate (not to exceed 40 hours) for on-sit e post-implementation services. III. Statement of Work -- A. Requirements -- The offeror shall provide products an d services that satisfy the following mandatory requirements. Offerors shall also provide a description of how t heir products meet the requirements listed below: 1. The Railroad Retirement Board seeks to acquire a password management system for a multi-platform environment; mainframe (S/390) and LAN (Windows NT 4.0, Windows 2000, and limited Novell Netware 4.2) platforms. 2. Passwords must be automatically kept in synchronization between Window s NT, Windows 2000, Novell NetWare, desktop screensavers, and ACF2 on the mainframe. 3. Open Application Progra m Interfaces (APIs) shall be used instead of scripts to allow for a more flexible system, allowing the RRB to mak e in-house changes. 4.The proposed package shall link directly with Magic TSD to open and close help desk ticket s automatically. 5. The package shall be compliant with Section 508 of the Rehabilitation Act amendments. (See Attachment 5) 6. Passwords shall be encrypted prior to initial transmission and storage on a database. 7. The package shall not require manual installation on each client desktop computer. 8. The RRB's password security procedures and standards (see Attachment 1) shall be fully enforceable through the system. 9. Intrusion alerts shall be issued to designated agency contact(s) by e-mail and beeper if desired. 10. Confirmation of password c hanges shall be automatically e-mailed to each user to detect invalid change attempts. 11. Audit trails shall b e created and preserved to document usage history. 12. The system shall have the potential to be expanded to pr ovide IVR and Internet-connected users to change and synchronize passwords. 13. The proposed password managemen t system must be fully compatible with hardware and software listed in Attachment 2. 14. On-site installation/s ystem configuration, training, and consulting shall be offered. The RRB shall have up to six months from the dat e of award to elect any or all three optional services. *On-site installation/system configuration shall consist of all services necessary to install the proposed software on the RRB's server and all necessary configuration c hanges to the software and RRB's hardware/software systems resulting in optimal system functioning. The offeror shall provide an implementation plan showing the amount of days required by the contractor that begins with the d elivery of the product to the RRB, configuration, installation, testing, and actual start date. *On-site trainin g services shall consist of classroom-type training for up to four RRB system administrators to bring about the t ransfer of all necessary knowledge for efficient system operation. The offeror shall also provide the RRB with a list of training facility needs and coordinate the training needs with the RRB designated staff. The RRB can pr ovide a PC-lab for 17 individuals. The offeror shall provide all training materials necessary for administrators to have a thorough working knowledge in the operation of the product and its functionalities. *On-site consulti ng shall consist of post-implementation services as may be necessary to establish the effective operation of the password management system. This shall be on a time and materials basis, not to exceed 40 hours, including all t ravel and per diem costs that are relevant. The offeror shall provide technical telephonic support, Monday throu gh Friday, except Federal holidays. The contractor shall provide a designated point of contact and shall ensure that its service support representative(s) promptly receive the RRB's request for service by providing a local or toll free number, answering machine or pager service number. The offeror shall respond to a service call placed by the RRB within 4 business hours after initial notification to provide reasonable assistance by telephone on h ow to correct or bypass a problem where known, answer questions, or provide a patch if one exists. If on-site as sistance is required such assistance will be provided at the hourly rate provided in Section II, Item no. D. 15. Test period. The offeror shall provide for a test or trial period of the product. The test will encompass the installation of the product and viewing the performance of the product's conformance to the minimum requirements . IV. The vendor/offeror must also provide the contract number, if a GSA/SWAC contract, the terms and condition s and price schedule with the offer. The offeror must also provide a federal tax identification number and a Dun and Bradstreet (DUNS) number. V. CONTENTS OF PROPOSAL SUBMISSION AND EVALUATIONS. Offerors shall submit their quotations/proposal in two volumes: 1) Technical Proposal. The Offeror shall submit six (6) copies of the tec hnical proposal. a. The offeror shall fully and clearly address each mandatory factor in sufficient detail so t hat the RRB's technical evaluation panel can identify and comprehend the capability and resources the offeror int ends to bring to this procurement for its minimum requirements. (See Section III) i. Software offered. The of feror shall provide a narrative detailing how your product and services meets and/or exceeds the RRB's minimum re quirements. The offeror shall furnish technical data (e.g. brochures, manuals or specification sheets) with thei r proposal, which will enable the RRB?s evaluators to verify the offeror's submission. The offeror shall not sub stitute brochures, manuals or specification sheets in lieu of descriptive narrative. ii. Implementation plan. The offeror shall provide a timeline and implementation plan showing the amount of days needed to complete the pr oduct installation, testing, and training. The offer should supply a timeline and descriptions of the proposed ph ases. iii. Training. The offeror shall provide a list of proposed project team members who will train the RRB personnel, their levels of education (e.g. bachelor's degree or higher), years of experience with password manage ment systems, and any technical certifications. iv. Consulting Services. The offeror shall discuss in a brief narrative as to how their firm will provide trouble shooting and customization assistance for the software packag e offered. v. Value Added Software -- Inasmuch as the RRB desires the most reliable service possible, it will gr ant consideration to offerors whose product exceeds the basic requirements. Value added technologies and features offered as part of the proposed product will be evaluated. This could include but not be limited to such items as performance enhancements, administrative or operational advantages, valuable functionalities, etc. vi. Quali ty of Staff -- The offeror shall provide a list of proposed project team members who will train the RRB personnel , their levels of education (e.g. bachelor?s degree or higher), years of experience with password management syst ems, and any technical certifications. vii. Past Performance information (including three (3) references with p hone numbers, addresses and points of contact) describing the experience required in Section III. 2. Business P roposal a. The Offeror shall submit two (2) signed copies of Standard Form (SF-)1449 with Blocks 12, 17a. and b. , and 30a., b., and c. completed. b. i. Signed and completed Offerors Representations and Certifications. Co mmercial Items (FAR 52.212-3). ii. Certification of compliance with EIT Accessibility Standards -- Under Section 5 08 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) acquisitions of Electronics and Information Technology (EIT ) supplies and services must meet the accessibility standards as set forth in Attachment 5 to this solicitation. Offerors are required to complete the certificate at attachment 5, and certify which accessibility standards thei r offered EIT products and/or services meet. c. Other information the contractor determines appropriate and rele vant to the evaluation team. d. 3. Evaluation of the offers shall include all of the items above and other info rmation available to the Contracting Officer. 4. Offers will be evaluated on a technical-to-price ratio of 2:1. The award shall be based upon the offer that provides the best value to the Railroad Retirement Board, price an d other factors considered. 5. Proposals shall be evaluated using the following factors: Quality of the softw are, Implementation plan, Training, Support Services, value added software, Quality of staff, and past performanc e. 6. The offeror certifies that the offered price in Section II shall be valid for 90 days and, if accepted. Availability of Funds for the Next Fiscal Year (Apr 1984). FAR provision 52.212-3 must be completed and submitte d with the offer. FAR clauses 52.212-4, Contract Terms and Conditions. Commercial Items and 52.212-5 Contract T erms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items apply to this solicitat ion. VI. RESPONS E TIME IS TWENTY-ONE (21) CALENDAR DAYS AFTER DATE OF THIS PUBLIATION FOR SUBMISSION OF PROPOSALS. Mark outside of the envelope RFQ2001-C-28 Enclosed and offeror's name and address. THE OFFEROR SHALL REQUEST IN WRITING OR VIA E-MAIL, MORGANVE@RRB.GOV, AND/OR FAXED FOR ALL ATTACHMENTS. No telephone calls will be accepted. Any further questions regarding this RFQ must b e in writing on company letterhead and sent or faxed to Ms. Velinda Nix of RRB Purchasing Division at 312/751-492 3. Offeror's shall contact Velinda Nix for all attachments. The RRB will not send an acknowledgement of receipt of any firm's submission.1. Can you accept that it is deployed on Sun Solaris operating system and might requ ire Sun hardware? Answer: See Requirement 13. The RRB is not interested in acquiring a product that does not run on the platforms we alrea dy have in the agency. We have no Sun hardware and do not wish to become proficient with the Sun Solaris operati ng system. 2. The Password Central is a comprehensive software solution for password management and control which was b uilt on the iPlanet Directory Services for our customers such as Motorola because of a lack of a complete solutio n in the marketplace. It will be coming out of Beta Testing and released to Customers by 12/31/2001. Is that ti me frame acceptable for RRB? Answer: A product that is not yet in general availability (beta test phase only) at the time of the solicitation is not a cceptable. 3. It is our belief that any solution proposed will require more than 40 hours to implement especially if in tegration issues arise. Would you accept a solution that could require more than 40 hrs of implementation? Answer: See Requirement 14. No. The in-site installation/system configuration and training options may exceed 40 hours. 4. What OS's are they running (Mainframe, Unix, NT, AS/400, Novel, etc.) that have password logins that need to be synched? Answer: For the mainframe, O/S 390 Version 2.8. For the LANs, Windows NT 4.0, Novell NetWare 4.2 (being phased out), and one Windows 2000 server in use, (non-active directory service). For the desktops, Windows 95, 98, and 2000. 5. How many total users/licenses will they need? (They need a license for each user with passwords, so it's non concurrent licensing.) Answer: 1,100 users are anticipated. 6. When are they looking to implement this software? Will they need a tech's involvement? Answer: The RRB anticipates full implementation within 90 days of award. As indicated in requirement 14, technical assis tance is part of the required offering. 7. Do you have budget approval, and for how much? Answer: Budget approval is in place. We need not disclose the dollar amount. 8. What OS is their backbone (which their main network password login is associated with)? Answer: The primary network password login is Windows NT. 9. Which OS will the administrator's PC reside on? Answer: NOS is Windows NT. Desktop operating systems will be Windows 2000 and Windows 95. 10. Will the tech staff make the decisions on this exclusively or do other departments need to be included? If so, when and how do we all approach them? What will we need to provide to them? (i.e.-specific contracts, or G overnment documentation that needs to be filled out, surveys,etc.) Answer: As indicated in the published solicitation notice, selection will be based on both technical and pricing factors with at technical-to-price ration of 2:1. Instructions for responses are also included in the solicitation notic e. 11. Are they looking at things like synching web (intranet/internet) passwords with the network password chan ges? Answer: Yes, see Requirement 12. The RRB desired future functionality to synchronize internet passwords among other capa bilities as indicated. 12. What is the make, speed, processors and size of the NT Server that is the PDC? Answer: There are two primary domain controllers: CHIPRIMARY Dell Power Edge 6300/SML dual Pentium III 500 mhz processors with 1 gig of memory and 4 18.2 gig IBM SCSI LVD drives for 72 gigs of RAID level 5 storage. ACT-SERVER Micron Net Frame LV2000 Pentium II 333 mhz processor with 128 megs of memory and 3 4 gig Ultra wide SCSI drives for 12 gigs *****
