- Description
- The Presidio Trust, a Federal government corporation, previously announced that it is soliciting bids from qualified firms to provide and deliver a minimum of one (1) and a maximum of four (4) 1MW Solid Oxide Fuel Cell cogeneration plant(s), or equal, to the Presidio of San Francisco, California. THIS ANNOUNCEMENT IS BEING CHANGED FROM AN INVITATION FOR BIDS TO A REQUEST FOR PROPOSALS. ALTERNATIVE TECHNOLOGIES THAT STILL MEET OUR PERFORMANCE SPECIFICATIONS WILL BE CONSIDERED. Delivery of the first 1MW plant required by December 2003. The Presidio is a National Park and a National Historic Landmark. Scope of services may include but is not limited to: (1) Phased delivery of the remaining three 1MW plants required through 2005. (2) The plant may be comprised of multiple units. (3) The plant is a natural gas-fueled combined heat and power system. (4) It will generate and export AC electric power to the utility grid or designated load, and hot water for on-site consumption. (5) The system will incorporate an atmospheric-pressure electric power generator and have heat exchange equipment for the production of hot water using recovered generator exhaust heat. (6) It will include all hardware, instrumentation and controls, and software needed for system startup, design-point operation, off-design operation, planned shutdowns, and safe unplanned shutdowns. (7) The system equipment boundary will be defined by the major interface points with the installation site. Those points are the site natural gas fuel supply; the ambient air; the minimum-backpressure exhaust stack; the utility AC grid, to which power will be exported, and from which system startup power will be imported; and the hot-water distribution system. Detailed specifications will be provided in the Request for Proposals (RFP) package. Proposals will be evaluated based upon criteria set forth in the Request for Proposals (RFP), including but not limited to: (a) Proposed Price; (b) Delivery schedule/commercial availability; (c) Reliability and past performance, including references; (d) Proposed technical approach; and (e) Warranty and maintenance avaiability/duration. Telephone requests will not be accepted. Offerors who previously requested a copy of IFB-2001-032 need not submit another request. RFP available approx. 9/24/01 with proposals due approx. 10/22/01. DATES ARE TENTATIVE AND SUBJECT TO CHANGE. Qualified small businesses are encouraged to respond. The Presidio Trust is a wholly owned federal government corporation and is not subject to the Federal Acquisition Regulation (FAR).
