Description
The GSA/FTS, Region 5 is announcing its intent to issue a procurement, for a fixed price effort, under the authority of FAR 6.302-1, to provide family preparedness training adapting the Covey Institutes 7 Habits for Highly Effective Families for Air Force families, in support of AMC/DPFF. The training shall include a three-part process. The pilot and actual training sessions shall be conducted at a Travis AFB, CA facility and each is anticipated to be no more than one week in duration, exclusive of measurement tool assessment. The projected time frame for training is November/December 2001; however, the actual schedule is to be coordinated with the client to accommodate family member availability. Part I shall include diagnosing, designing, developing, and delivering a pilot session focused on family preparedness for deployment based on the Covey model. Training and manuals shall be provided for approximately 50 attendees. The pilot session shall be completed not later than 45 calendar days after contract award. Part II shall include training for an estimated 500 family member attendees. The training shall include designing and utilizing an outcome based measurement tool to assess: a) if learning objectives were met and b) a follow-on measurement within an established period of time to gauge course impact. Specific areas to be addressed during both training sessions include pre-deployment, deployment, and post-deployment issues for both the military and family members, to include but not limited to financial readiness and general morale and welfare items related to quality of family life. The documentation provided shall demonstrate educational products that build skills in personal preparedness for military members and their families. The contractor shall include providing hard copy training guides, facilitator guides and measurement tools to be used to evaluate course success for each participant, and an electronic copy of these materials for each AMC location. Measurement of effectiveness of training shall be completed and compiled in report format for delivery, briefing and presentation to the HQ AMC Community Action Information Board (CAIB), through IT Solutions Shop, not later than 180 calendar days after receipt of contract award. Part III is currently not funded and will be exercised at the Government's option. Based on review and effectiveness determination of the measurement tools, the Government may require the contractor to provide train-the-trainer materials, one hard copy and one soft copy for each AMC location. The contractor is responsible for providing all labor, materials, and travel, beyond the Government supplied facility as described. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is a Request for Quotation, reference number 5TC5701C262. NAICS Code 624190, Other Individual and Family Services, applies. This requirement is for a fixed price contract. Technical and Cost proposal shall be provided to identify the requirements by related subtask and identify clients, name/company/telephone number, for whom similar or related training has been accomplished within the past year. Delivery and acceptance of all items shall be F.O.B. Destination. FAR 52.252-2 applies to this acquisition.
