Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-26. RMAST-01-253 is issued as an Invitation For Bid. The proposed procurement will be under the Simplified Acquisition Procedures. This acquisition is a 100% small business set-aside. The North American Industry Classification System (NAICS) Code is 334612 and the size standard is 100 employees. This will be a firm, fixed-price contract. The following FAR provisions and clauses apply to this solicitation and are incorporated by reference. Copies of FAR Clauses, 52.212-3 and 52.212-5 are available in full text by request or can be accessed through the website http://www.arnet.gov/far/. The proposed project includes scanning the Northern Great Plains Administrative Record, interpreted by optical character recognition software suggested by the potential vendor and written onto compact discs. The scanned records need to be indexed or searchable in order to easily retrieve the data. The Administrative Record is stored in five drawer filing cabinets, each with four drawers, for a total of 20 drawers. The drawers measure 12" wide by 24" long. Some of the information is stapled, in booklet form or in binders which would have to be taken apart to be scanned then reassembled. The majority of these binders/booklets measure 8 X 11" with some pages measuring 8 X 14". In addition to the hard copy there are approximately 100 hard copy maps measuring 24 X 36", which have already been scanned into the Geographical Information System (GIS) that the Forest Service utilizes. These maps need to be converted from their Rtl file in GIS to the compact disc format. The Administrative Record must remain on site at the Supervisors Office and a conference room across the hall from where the records are stored will be available as the work site. The proposed project is located at the Supervisor's Office for the Nebraska National Forest in Dawes County, Nebraska. The physical address is 125 North Main, Chadron, Nebraska. The proposed contract is available under full and open competition. All responsible sources may submit an offer, which will be considered.
