Description
MOWING / SLASHING SCOTCH BROOM & BRUSH. The requirement is for approximately 79.5 acres. The contractor shall provide personnel, management, supplies, equipment (in good working condition) and any other items and services necessary to perform the service as defined at Fort Lewis, Washington. The Government will NOT furnish any equipment or facilities for this contract. The Contractor shall furnish and use the appropriate equipment to adequately cut, slash and mulch all Scotch Broom and other unwanted vegetation. Scotch broom, brush and small trees will be cut, mowed and/or slashed mechanically, using either hand equipment or large machinery, or a combination thereof. Some project locations may be composed of higher quality grasslands that host rare plant and animal species. The use of tracked equipment and/or other equipment that causes soil disturbance will be prohibited from these locations to minimize soil disturbance. Prohibition of using this type of equipment will be indicated in site description(s) for high quality prairies. Excavator/bulldozer type equipment may not be used under this contract. The Contractor shall furnish and use equipment that is flexible to accommodate variable slope and terrain conditions. The Contractor shall finish each project area before moving onto the next project area to avoid having multiple areas in various phases of completion. Other vegetation to be removed will include all small coniferous and/or hardwood trees (less than 8 inches DBH) and/or all other brush species. It is the Contractor's responsibility to mow/slash all vegetation within the boundary of each project location. Some selected shrubs and trees may be retained upon approval by the COR. Acreage estimates are based on 2 dimensional aerial/planar maps and do not include the height dimension. The third dimension (height) will not be accounted for in calculating acreage estimates. This requirement includes approximately 79.5 acres defined into three types of ground. Project location, site description and boundary, and known safety hazards for each area shall be listed prior to execution of work. The Contractor is to understand that some stumps, rocks, and/or other debris may be present in and around the areas. Also other possible hazards, such as foxholes, excavation pits and berms, metal, concrete and/or wood debris, unexploded ordnance, commo wire and Concertina barbed wire may exist in and around the areas. The following describes the various types of vegetation and terrain categories that are found on Fort Lewis. 1 -- Open field type ground with high quality grassland component: Some high quality grasslands are found on Fort Lewis and measures are in place to conserve these natural resources whenever possible. The use of tracked equipment and/or other equipment that causes soil disturbance will be prohibited from these locations to minimize soil disturbance. Most high quality grasslands are open landscapes, flat to moderate slope (approx. 0 20 slope), occasionally undulating terrain, with intermittent trees throughout. All high-quality grassland and Drop Zone areas shall be treated similarly: all brush and small trees mowed/slashed to a stub height of 1 inch and all debris sufficiently mulched into segments no larger than 6 inches. High quality grasslands shall not have vegetation mowed/slashed during bird breeding season and when native flora is reproducing and setting seed (approx. May-July). The high quality prairie designation is derived from Land Condition And Monitoring (LCAM) data and Fort Lewis GIS data layers. 2 -- Open field type ground: Most open field type conditions are open landscapes, flat to moderate slope (approx. 0 20 slope), occasionally undulating terrain, with intermittent trees throughout. All brush and small trees shall be mowed/slashed to a stub height of 4 inches or less and all debris sufficiently mulched into segments no larger than 10 inches. There are no restrictions on the type of equipment to be used (barring excavator and bulldozer type equipment), however efforts should be made to minimize ground disturbance. 3 -- Other type ground, to include but not exclusive to, forest and forest edge, wetland edge, and riparian areas: This terrain type encompasses all other areas on Fort Lewis. The terrain may vary from flat to steep slope (approx. 0 45 + slope), with intermittent to dense tree coverage throughout. The brush density may vary from intermittent spacing to very thick and may vary in height from intermediate to very tall. All brush and small trees are to be mowed/slashed to a stub height of 4 inches and all debris sufficiently mulched into segments no larger than 10 inches. There are no restrictions on the type of equipment to be used (barring excavator and bulldozer type equipment), however efforts should be made to minimize ground disturbance. This requirement is 100% set aside for small businesses. The size standard for a small business concern including its affiliates is a maximum of $5 in gross yearly sales. The anticipated issue date of the solicitation is September 04, 2001.
