Description

The United States Agency for International Development in Kathmandu, Nepal (USAID/Nepal), intends to modify contract no. 367-C-00-98-00071-00 with International Resources Group LTD (IRG) to provide continued technical assistance services for the private sector hydropower development project through December 31, 2001 or until a follow on contract can be awarded to support these activities on a longer term basis. Award of this modification is intended to avoid a lapse in critical support activities by relying on IRG's current presence in Nepal and work under their current contract for these services. Note that an RFP has been issued for a contract award to replace the activities under this modification and award is anticipated for later this year. A justification and approval for other than full and open competition has been prepared based on AID Acquisition Regulation (AIDAR) 706.302-70(b)(5), in which the award for specialized services which would otherwise result in substantial additional costs to the Government or would result in unacceptable delays. USAID believes that IRG is uniquely situated for this award modification because they have technical assistance currently mobilized in the field. No solicitation document exists. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. However, all submissions received before September 12, 2001 will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to go forward with the extension modification.
