- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27, including FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5. The NAICS code is 233320, and the size standard is $27.5 million. There will be one bid item, "Reroof Supervisor's Office," which will be a lump sum price. The summary of work is as follows: SECTION 01010 -- SUMMARY OF WORK -- Furnish all labor, materials, tools, transportation, permits, insurance, temporary protection for the interior of the building from weather and superintendence necessary to re-roof the portion of the Supervisor's Office, 401 Fairgrounds Road, Rolla, Missouri, using a membrance roof system. Requests for a copy of the drawing should be faxed to (601) 965-6029. The total area to be covered is approximately 7799 square feet, consisting of Areas A, D, and approximately 1/2 of are E. The existing roofs for Areas A and D are built-up roofs with gravel ballast, existing roof for Area E is a membrane roofing system by "Hypolon" placed over a 1" fiberboard insulation. SECTION01300 -- SUBMITTALS. A. Substitutions: The contractor shall submit 2 sets of the manufacturer's description of all "or equals" proposed in lieu of name brands specified. This description shall include (1) Product name and model number; (2) Manufacturer, (e) Product description, (4) Technical data, and (5) Warranty. Allow a minimum of 14 calendar days for approval. B. Scheduling: Work hours shall be from 7:30 a.m. -- 4:30 p.m. Monday-Friday, excluding Federal holidays, unless otherwise approved by the COR. The building will be in use during the contract. SECTION 01700 -- PROJECT CLOSEOUT -- The contractor shall furnish the following: (1) Warranty of the roof materials installed in this contract, and (2) Parts lists and owner's products for the material supplied in this contract. SECTION 02070 -- Demolition -- Work includes the removal of the existing ballast on Areas A and D and the existing membrane roof, fiberboard and the fasteners on Area E. All materials designated for removal shall be removed prior to installing the new materials. The removal shall be accomplished without damaging the existing surface. All materials that would interfere with new roofing materials shall be removed. All construction debris shall be removed from government property on a daily basis. Notify the COR if deteriorated wood is found. The Contractor shall replace the wood at the Forest Service's expense. Do not replace any wood without prior written approval of the Contracting Officer. SECTION 07530 -- FULLY ADHERED ELASTOMERIC MEMBRANE ROOFING. Work includes removal of the existing membrane roof and the installation of a new fully adhered elastomeric membrane roof. Prior to beginning installation of the new roof, the Contractor shall supply literature describing the manufacturer's system and recommended installation techniques. This information shall include recommended details for the roof system at the drip edge, elevation changes, and vent pipe flashings. All work shall conform to the manufacturer's instructions as described in the submitted information. The specified roof is as provided by the Soprema, Inc., 10957 Reading Road, Cincinnati, Ohio, phone number (800) 733-0641. Other equal systems may be used with the approval of the COR. Complete descriptions of the proposed system shall be submitted to the COR prior to material delivery. PRODUCTS: A. All roofing products required shall be as manufacturer's recommendations. B. Membrane base shall be Sopralene 180 sanded. C. Membrane cap shall be Sopralene 180 Grandules (white in color). D. Bonding and sealing shall be with hot bitumem, or with Sopracolle. SECTION 07620 -- FLASHING AND TRIM GENERAL -- This section covers all sheet metal work and related items. All flashing shall conform to the manufacturer's instructions for installing the roof system. PRODUCTS: A. Drip edge shall be heavy duty galvanized sheet metal. B. Flashings for the use at the roof edging and vent stacks shall be as recommended by Soprema (or other approved manufacturer) for use in the supplied system. C. Adhesives, primers, splicing tapes, joint covers, etc., shall be utilized in accordance with the roofing manufacturer's recommendations. EXECUTION: A. Installation of the flashing and the connection between the flashing and the membrane shall conform to the manufacturer's specifications. B. Install drip edges, flashings, and vent stack flashing as needed in accordance with details described in the manufacturer's recommendations. Offers should be mailed to Western Operations Center Procurement, ATTN: Karen Alexander, 100 W. Capitol Street, Suite 1141, Jackson, MS 39269, and should be received by close of business on September 7, 2001. The successful offeror will be required to furnish a 100% payment bond prior to commencing work. The contract time for this work is 30 calendar days. The price range is $25,000 -- $100,000. This project is open to large and small business concerns.
