Description

The US Army Research Laboratory (ARL), Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of System Engineering and Analysis Tool Support Services. This proposed contract is being considered for 100 percent set-aside for Historically Black Colleges and Universities (HBCUs) or Minority Institutions (MIs) as defined at Section 226.7002 of the DoD FAR Supplement. Specifically, the area of support involves the programming of microprocessor based integrated circuits to perform digital signal processing for Flight Control Systems (FCS). This service involves the implementation of Commercial-Off-the-Shelf (COTS) microprocessor solutions, which are then integrated into actual flight hardware for static and dynamic flight experiments. A complete statement of work is included in the RFQ. The proposed contract will be awarded for a one year period. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Interested HBCU/MIs have 15 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their interest in this acquisition by providing evidence of capability to perform and a positive statement of eligibility as an HBCU or MI. Offers from other than HBCU or MIs are not solicited. Responses received after the 15 days or without the required information will be considered non-responsive to this synopsis and will not be considered. The Government will award on the basis determined most advantageous to the Government, delivery, price, and/or other factors determined to be in the best interest of the Government.
