- Description
- NASA/GSFC plans to issue a Request for Offer (RFO)5-01714-114 for Business, Administrative, and Technical Support Services. NASA/GSFC plans to issue a RFO on a sole source basis to QSS Group Incorporated (QSS), for a one (1) month extension with an additional five (5) one-month option periods for a period not to exceed six (6) months to the existing Business, Administrative, and Technical Support Services Contract NAS5-96054. The period of performance is to commence on October 1, 2001. Under the current contract, services are provided to NASA at both its Greenbelt, Maryland and Wallops Island, Virginia locations, as well as NASA Headquaters in Washington, D.C. QSS currently administers and operates over 120 administrative systems for the Center as well as the agency. Many of these systems are integrated and require institutional knowledge and experience to ensure the daily operation of administrative computing services throughout the Center. The cumulative knowledge and work experience that QSS has gained makes them uniquely qualified and capable of maintaining critical services during this interim time while the follow-on solicitation, RFP5-01633-116, is being competed. If this requirement were to be competed for the interim period, the training and time required to enable a new contractor to provide the necessary level of technical and professional services would exceed the time required to award the follow-on contract. In addition, exposing the Center to a transition activity twice in such as relatively short period of time is not efficient or cost effective. This procurement is authorized under the Federal Acquisition Regulation 6.302-1, 10 U.S.C. 2304(c)(1), Only One Responsible Source. However, any interested sources may contact Joy Garnett, Contract Specialist, in writing at the address referenced above. All written responses are due by the date referenced under General Information/Response Date, or 15 days from the publication date of this synopsis, whichever is latest. Written responses may be faxed to 301-286-0247. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the 15th day after the posting date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit a proposal which shall be considered by the agency.
