- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format described in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quote (RFQ), F19650-01-Q-0037. This document and incorporated provisions and clauses are those in effect through FAC 97-27 dated June 25, 2001. This solicitation is for a base year and three one-year options. The Standard Industrial Code (SIC) is 1711, the NAIC is 235110 and the small business size standard is $11.5M. The procurement is for Maintenance and Repair for the HVAC located at the Base Clinic bldg. 1900 on Hanscom AFB as follows: 1. SCOPE: These Specification and accompanying drawings provide for the inspection, maintenance of heating, ventilation and air conditioning systems and other mechanical systems. The contractor shall furnish all equipment, tools, supervision, labor, materials, and supplies necessary to complete the work herein specified. 2. DESCRIPTION OF WORK: The work to be performed under this contract consists of inspection, maintenance and minor repairing of government owned heating, ventilation, air conditioning systems, and other mechanical systems. The intent of this contract is to provide prevention, maintenance and minor repairs. A. MINOR REPAIRS: "Minor repairs" are those requiring installation of any individual part costing less than $300.00, shall be accomplished at the time of maintenance at no additional cost to the government. I.e. (construed to mean replacement of items such as belts, filters, pumps, motors, circulators, valves, chemical, oil, grease and air filters in order to restore, or maintain the system to its proper/efficient operating conditions.) B. MAJOR REPAIRS: Major repairs, construed to mean any repair involving the complete replacement of a major portion of the system or replacement of a major component which exceeds dollar figures from paragraph 2A. When the contractor observers conditions indicative of the necessity for a major repair he shall notify the contracting officer and the facility manager in writing within two (2) work days. This notice is to include recommended corrective action and n itemized cost estimate for this major repair. All major repairs will be acquired through a purchase instrument outside this contract. 3. LOCATION: The contract is to be performed on Hanscom AFB, Building 1900. 4 PERFORMANCE OF WORK: The specification and the accompanying plan described herein state and show the work to be performed under this contract. Contractor shall prepare a report summarizing all maintenance/repair performed, and problems each month. This report shall be submitted to the building manager at the end of the month. 5. SCHEDULE OF OPERATION: After the contractor has been awarded and before work begins the contractor shall indicate on schedule provided by AFMC Clinic representative the dates on which equipment maintenance will be performed, and problems each month. This report shall be submitted to the building manager at the end of the month. 6. PERSONNEL: The Contractor shall employ and assign technically qualified personnel for performance of the work. Personnel must know how to maintain and repair Johnson Control equipment using the Johnson Control Metasys Operator Work Station. A. SUPERVISORY PERSONNEL: The contractor shall insure that a competent foreman of superintendent supervises the work at all times. He or she shall be trained and have 5 years experience in HVAC systems maintenance to recognize unsatisfactory conditions and to take the necessary corrective actions. B. OPERATIOS AND LABORERS: In addition to a superintendent or foreman, sufficient personnel shall be employed at all times by the Contractor for the work under this contract. C. CONTRACTOR PERSONELL: Contractor Personnel are required to wear company uniforms or distinctive clothing and posses a valid company identification card at all times when on base. Contractor personnel shall report to Facility Manager, Bldg. 1900, room 1077 (781 377 5013) prior to servicing systems and upon completion of the work. D. REMOVAL OF EMPLOYEES: The Contraction Officer may, in writing require the contractor to remove employees deemed incompetent, careless, insubordinate and otherwise objectionable, or whose continues employment is deemed by the Contraction Officer to be contrary to the public interest. EXPLANATION OF TERMS USED IN THIS CHAPTER: A. HEATING, VENTILATION, AIR CONDITIONING SYSTEM (HVAC): An HVAC System includes all heating pumps, exhaust and air intake fans, heat exchangers, air handler, heat wheel, expansion tank, fluid cooler, dry coolers, associated electrical connections, boiler and water treatment system. B. Other Mechanical Systems (OMS): OMS Includes vacuum cleaning system, wet vacuum pump system, wait compressor, sump pumps, dental laboratory vacuum system, turbines, hot water heaters and controls. INSPECTION: All work performed, the methods and the manner of performance ad all equipment, materials and supplies used for e work shall be subject to inspection at all times by the contracting Officer or his authorized representative. The Contract Officer will issue all noticed to the contractor of unsatisfactory conditions of service in writing. CONTINUED USE OF FACILITIES: During the performance of contract requirements, the building will continue to be occupied. Work shall be performed in an ordinary manner with minimum disturbance and inconvenience to the occupants. The Contractor shall confine and limit his personnel to only those areas required for performing the work. WORK HOURS: The contractor shall confine his operations to hours commencing not earlier than 7:30AM and continuing no later then 4:30PM unless otherwise approved by the Contracting Officer. If unusual or emergency conditions require deviations, the Contractor shall perform the required service regardless of this paragraph. The Contractor shall sign in at the facility manager's office between the duty hours of 7:30AM and 4:30PM. During non-duty hours the contractor shall sign in at the acute care section. EMERGANCY CALLS: 11.1 Contractor shall provide (15) emergency calls when and if needed during the contract period. He shall respond in person if necessary within (4) hours after the notification by contracting officer or facility manager and shall make the repairs necessary to put the system back into operation. 7.2 Contractor shall provide (10) emergency calls to reset all equipment heat pumps, including when building power is shut down by emergency and/or planned necessity. He shall respond to an emergency within (4) hours after notification by Contracting Officer of facility manager. In case of planned shut downs a time will be agreed to be between the Contractor and the contracting Officer or Facility Manager. 7.3 Contractor shall establish and maintain a reliable means of communication by which he can be contacted during off-duty, weekends, and holiday hours. A. CABINET HEATERS: 1. Perform routine functional unit inspection every four (4) months. 2. Lubricate fan motors as necessary. 3. Clean and inspect coil at least once a year 4. Change filter in accordance with filter schedule. B. ROTARY HEATING EXCHANGES: 1. Perform routine functional unit inspection every three (3) months. 2. Lubricate wheel bearings every three (3) months. 3. Change oil in warm gear speed reducer every three (3) months. 4. Chance filter in accordance with filer schedule. C. AIR HANDELING PACKAGE UNITS: 1. Perform routine functional unit expecting every three (3) months. 2. Motor beating greased every six (6) months. 3. Fan shaft bearing greased every six (6) months. 4. Sleeve bearings, Change oil level and cleanliness every three (3) months 5. Change filters in accordance with filter schedule. D. WATER TREATMENT: 1. The contractor shall submit the water treatment plan to contracting officer for approval. Upon approval this plan shall be followed and any changes to the approved plan shall be submitted for approval. The treatment plan shall be submitted no later then 15 working days after the award of contract. 2. The contractor shall maintain Liquid Metronics system in accordance with the manufacturer's procedure. E. SUMP PUMPS: 1. Lower head bearings, greased every six (6) months. 2. Sleeve bearings, greased every three (3) months. F. OIL FORCED WTER HEATER: 1. Water tank, flush every six (6) months. 2. Burner shall be cleaned at least yearly. 3. Oil filters shall be changed monthly. G. OIL FIRED BROILER: 1. Check grease level in oil pump bearings monthly adding grease id necessary. 2. Bearing shall be cleaned and re-greased yearly. 3. Check oil on sleeve bearings once a month adding oil as necessary. 4. Sleeve bearings shall be cleaned and re-oiled yearly. 5. Oil burner shall be cleaned and adjusted yearly. 6. Boiler shall be blown down per manufacture and based in water testing. 7. Perform water treatment as per water treatment plan. 8. Oil reservoir shall be checked weekly and filled as needed. 9. Oil filters shall be changed monthly. I. CONDENCED PUMP: 1. Perform routine functional unit inspection every three (3) months. 2. Lubricate bearings as necessary. J. VACUUM DUST COLLECTION SYSTEM: 1. Lubricate bearing every six (6) months. 2. Lubricate Flexible Coupling every six (6) months. 3. Check the belts on belt driven unit every six (6) months. K. DUPLEX AIR COMPRESSOR: 1. Test manual Safety valve weekly. 2. Check oil level weekly and ass oil as needed. 3. Change and clean suction filter element weekly. 4. Inspect oil for contamination monthly 5. Check pulley tightness belts tension monthly. 6. Check belt condition monthly and change as needed. 7. Change oil every three (3) months. 8. Inspect valve assembly every three (3) months. 9. Drain water from tank daily or check operation of automatic drain valve weekly. L. DUPLEX DRY VACUUM PUMP FOR MEDICAL VACUUM: 1. Drain moisture from tank daily or check operation of automatic drain valve weekly. 2. Check air pressure switch setting every three months. 3. Check oil pressure weekly. 4. Check oil level quarterly, fill weekly. 5. Change oil every three months. 6. Check pulley tightness, belt tension monthly. 7. Check belt condition monthly, change as required. 8. Check operation of check valve every three months. 9. Change or clean suction filter element three months. M. DUPLEX ORAL WET WACUUM PUMP: 1. Lubricate bearing every six (6) months. 2. Lubricate flexible coupling every six (6) months. 3. Check the belts on belt driven units every six (6) months. N. HEAT PUMP UNITS: 1. Perform routine functional unit inspection every four (4) months. 2. Lubricate fan motors as necessary. 3. Clean and inspect coil, fan and motor, condensate pan and drain at least once a year. 4. Change filter. O. CIRCULATIONS PUMP: 1. Check oil level and add oil if necessary every six (6) months. 2. Check seals for leaks and replace if necessary every six (6) month or when leaking. P. HEAT EXCHANGER: 1. Shell and tubes shall be flushed once a year. 2. Tube bundles removed and cleaned once a year. Q. EXAUST AND SUPPLY AIR FAN: 1. Check belts every six (6) months. 2. Lubricate motors every six (6) months. R. CONTROL SYSTEM: 1. The contractor shall check and test the Johnson control system and its components in accordance with manufacturer's standard procedures for periodic system and component testing. 13. ATTACHMENTS: Attached to this specification is a list of all equipment which will assist the contractor in carrying out the requirements of contract. List may not be inclusive but all HVAC maintenance shall be considered the responsibility of the contractor. Also attached to this contract is a schedule of maintenance for all the items in paragraph 13. 14. The following air filter specification applies to those locations serviced in accordance with this contract. The contractor shall submit one (1) sample of each type of filter including manufacturer literature to the Contracting Officer at the performance conference for approval. Filter types that are submitted and disapproved by the Contracting Officer shall not be used. Substitute materials shall not be used for any location with out prior approval of the Contracting Officer. Air filters that are installed at any location that do not comply with these specifications shall be determined unacceptable by that Government and shall be replaced by that contractor with the acceptable materials at no cost to the Government. 14.1 TAM filter shall be medium efficiency, pleated media, disposable type air filter. Filter shall be preformed pleated design having no less then 10 pleats per linear foot for a two-inch thick filter. Media shall be a cotton and polyester mat reinforced with one in welded wire backing and all enclosed in heavy duty high wet strength beverage board frame. Filters shall a mean rated efficiency of not less then 22% by ASHREA 52/76 test procedure. Dust holding capacity shall meet 120 grams to 0.90" water gage. This filter type shall be used in low and medium velocity air handling systems. 14.2 TAP Filter media shall be of non-woven cotton fabric type. The filter media shall have an average efficiency of 27.3% on ASHRAE TEST STANDARD 52/76. It shall have an average arrestance of 89.7%. ASHRAE DUST HOLDING CAPACITY shall be not less then 200 grams for 24x24x2 inch filter size. 2 INCH- The effective filter media shall be not less than 4.6 square feet of media per 1.0 square foot of filter face area and shall contain not less than 15 pleats per linear foot. Initial resistance at 500 FPM approach velocity shall not exceed 0.28"WG. Median pleats configuration to be supported by weld wire grid. All enclosed in heavy-duty high wet strength beverage board frame. This filter type shall be used in high velocity and computer room air handling units. 14.3 BG-8 Filter shall be a non-supported high efficiency dry type air filter used as a final or after filter. Filter media shall be of ultra fine glass fibers. Media shall have an average efficiency of 80% in accordance with ASHRAE standard 52/76. The filter shall be formed into individual holding pockets, a single piece face header of 13/6 shall be 1 1/8 inches. Median area for the 24x24x29 size filter shall be no less than 78 square feet with no less than seven pockets. Initial pressure drop shall be no more than 0.61"WG at 500 FPM approach velocity. Media area for he 24x24x37 size filter shall be no more than 0.55" WG at 500 FPM approach velocity. 14.4 CLEAN UP: All dirty filters resulting form work under this contract shall be REMOVER FROM THE BUILDING IMMEDIATELY AFTER CLEAN ONES HAVE BEEN INSTALLED.
