Description
The US Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Affymetrix, Inc., 3380 Central Expressway, Santa Clara, CA 95091 for the purchase of a 900227 GeneChip Instrument System. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is U51823 and the solicitation is being issued as a Request for Quotation (EFQ). A firm-fixed price contract is anticipated. Award will be made to the lowest price offeror that can demonstrate they can provide a system that meets all of the required specifications (see below). Award will be made using Simplified Acquisition Procedures. The system must be a fully integrated instrument system enabling analysis for gene expression, genotyping, and mutation detection. Use of the technology in this system will potentially allow USEPA researchers to differentiate between pathogenic and non-pathogenic strains or between isolates that are viable but not infectious. This system must meet the following requirements: 1. Need an array of approximately 60,000 human genes in the set (app 12,000 per chip). 2. All genes must be fully annotated. 3. All genes analyzed with 16 pairs of specific, unique 25mer oligonucleotide probes. 4. Must be fully automated and have chips available for human, rat, murine, yeast, drosophila, E. coli and Pseudomonas aeruginosa. 5. Must offer single dye based quantification allowing for internal normalization. 6. Must have single-base mismatched probes synthesized on the array. 7. Sensitivity of detection must be from a few copies to a few hundred copies at most. Affymetrix is the only known supplier of a system that meets all these requirements. Delivery is required in October, 2002, fob destination to Cincinnati, OH. EPA believes that Affymetrix is the only vendor capable of satisfying the requirement. The circumstance permitting "Other than full and open competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The North American Industry Classification System (NAICS) Code is 334516 and the size standard is 500 employees to qualify as a small business, is applicable. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors -- Commercial;52.212-2,Evaluation -- Commercial Items. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items. The following additional FAR clauses which are cited in clauses 52.212-5 are applicable to the acquisition: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. All interested parties who believe they can provide the required items should submit a Quote including Representations, Certifications, and product specifications that show that the proposed system meets all the requirements above, within 15 days from the date of this announcement.
