Description
NASA/ARC plans to issue a Request for Quotation (RFQ) for one Hitachi HD 2000 Dedicated 200kV Field Emitter-Scanning Transmission Electron Microscope System to be used in the investigation of carbon nanotubes and other nano materials in support of the NASA Ames Research Center for Nanotechnology. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/ARC intends to acquire a lease with option to purchase from Hitachi Scientific Instruments of Pleasanton, CA pursuant to FAR 13.106-1(b). The HD 2000 system is uniquely capable of obtaining images from its Secondary Electron Detector, High Angle Annular Dark Field Detector, and Bright Field detector simultaneously with the microsope Graphical User Interface, it also facilitates sample exchange within 1 minute or less, memorizes up to 20 x/y positions and uses Windows 95 software to control the field emitter gun and system software. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 4, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
