The purpose of this Market Survey is to determine the number of contractors who have the technical expertise and experience to create an Integrated Digital Environment for PM-Brigade Combat Team (PM-BCT). PM-BCT is seeking information from potential sources to provide Information Technology to develop, implement, maintain and support an Integrated Digital Environment for PM-BCT. Windchill and Windchill related products have been directed as the basis for an IDE system. Additional applications and products will be integrated to add capabilities and to provide functionality not appropriately provided by the Windchill product line. Potential sources may propose alternative solutions for consideration. PM-BCT anticipates the use of Commercial Off-The-Shelf (COTS) technology. The systems contractor will be required to work within Microsoft Suite, Unix, Outlook, Oracle based applications, Electronic Data Interface, and Windchill. Integrated Digital Environment (IDE): To assist in conveying the meaning of this term, we provide the following narrative. An IDE is a system, or system of systems, which promotes exchanging data digitally, through automation techniques, and use of electronic based networks and subsystems. IDE implementation and support would include implementing automation in support of the program management operations within a project office. Related hardware and software applications could include support in the functional areas as logistics management, acquisition, supply chain management, workflow management, program scheduling, product data management, financial applications, knowledge management, and decision support tools. An overall description would be the application of Information Technology to support and improve the business practices and processes within this Army Project Management Office. The vendor may be required to conduct research, make recommendations, attain hardware, software and support services. Vendor may also be required to team with other vendors in selected areas of this IDE effort. Please respond to the following questionnaire and the supplemental requirement documents. We prefer that your response does not include any proprietary data; but if proprietary data is provided, it must be marked in accordance with DFAR 252.227-7013. No reimbursements will be made for any costs connected with providing this information.
