Description
POWER LINE TREE-TRIMMING, FORT LEWIS, WASHINGTON. Provide all plant, labor, tools, equipment, and materials and perform all work in strict accordance with the specifications and plans. The Principal Items to be Accomplished Are: Trim trees, clear shrubs, and brush, under, going into, and away from power, telephone and cable lines in various locations at Fort Lewis, and any other work necessary to accomplish the above items. Work not to be included: Trimming of individual services. Individual services are defined as the span from the pole to the building attachment (service drop). Government use of the facilities in this project is anticipated while the work under this contract is being performed. Techniques consistent with the practices of natural, lateral and drop crotch pruning shall be utilized. The primary clearing zone shall be extended as necessary to assure at least 3 feet of clearance around all secondary circuits when such facilities occupy an under-build position. The contractor and their work force shall possess sufficient knowledge, skills and equipment to be able to trim a wide variety of trees and brush that are growing into, under and adjacent to power distribution and transmission lines and, at the same time, trim to maintain the health and conformity of the trees and brush. All power tree-trimming that occurs within eight (8) feet of energized power lines must be supervised by a journeyman linemen or a person who has worked at least 18 months under an OSHA certified line clearance training program and has evidence that he/she is a qualified line clearance tree trimmer. ACCOMPLISHMENT OF THE WORK includes maintaining or having access to sufficient equipment and manpower to complete the work within the specified time. Cleaning up the areas in which work is performed. Refuse Disposal: Except as expressly noted, cost of disposal of refuse generated in the course of performance of this contract, to include transport, handling, dumping fees and similar costs, shall be the responsibility of the contractor and shall be included in the appropriate bid item. Unless specifically indicated otherwise in other portions of the contract, any refuse generated as a result of this contract shall be disposed of in accordance with the following: Saleable Timber: Douglas Fir logs greater than 5 inches in diameter shall be considered salable timber, and shall be trimmed of limbs and tops, sawed into salable lengths of 33 feet, and stockpiled at locations as directed. The disposal of stockpiled timber will be by the Government. Materials Other Than Salable Timber: Contractor shall remove Non-Salable logs and limbs from the trimming operation on a daily basis. Portions of non-salable logs and limbs greater than 5" in diameter shall be cut into convenient lengths and transported to the firewood sales area. Outside the Cantonment Area: All cut material including tops and stem wood less than 6 inches in diameter shall be chipped. Chips may be blown on site. Chips should not be blown up steep banks where there is a potential for them to wash back down, filling roadway ditches. Where chips are blown on site they should be spread evenly with a depth not to exceed 4 inches. Inside the Cantonment Area: The work site shall be clear of all debris upon completion of required work. No debris shall remain on site overnight. Cut material 5 inches in diameter or less shall be chipped and the chips shall be transported to a designated rural location and blown on site. Refuse shall not be deposited in existing garbage cans or refuse dumpsters. All debris, dirt, dust and stains attributable to or resulting from the work effort shall be removed, cleaned or effaced to the satisfaction of the Contracting Officer prior to acceptance of the job. It will be the contractor's responsibility to protect all surrounding shrubs, trees and lawns, as well as Government and private property including all structures above and below ground. Any Government or private property damaged by the contractor or his/her work force shall be repaired or replaced by the contractor at no cost to the Government. Power will not be shut-off in distribution or transmission lines during the operation of this contract. The contractor must have proper, qualified personnel, equipment and skill to be able to trim or clear trees that are in contact or near power lines without causing any damage to power lines or endangering their employees. If power is interrupted due to contractor's actions, the Government will restore the power by making necessary repairs. The cost of Government repairs and damage is impossible to estimate; therefore, should the contractor cause an outage, the contractor agrees to pay $500.00 for each outage. This requirement is 100% set aside for small businesses. The size standard for a small business concern including its affiliates is a maximum of $5 million in sales.
