Description

The U.S. Environmental Protection Agency (EPA) intends to negotiate a modification to contract number 68D20171 with Rensselaer Polytechnic Institute (RPI), Troy, NY, to extend the period of performance to July 1, 2007, for monitoring of aquatic biological communities in various Adirondack lakes. The contract was awarded to RPI September 30, 1992. Setion 901(f) of the 1990 Clean Air Act Amendments, Public Law No. 101-952 directs the Administrator of EPA to establish a program to research the effects of acid rain deposition on waters where acid deposition has been most acute. The section also directs the Administrator to contract for such services with an independent university which has a year round field analytical laboratory on a body of water of not less than 25,000 acres nor greater than 75,000 acres, which lies within a geographic region designated as a Biosphere Reserve by the Department of State. The facility must have demonstrated the capability to analyze relevant data on said body of water over a period of 20 years as well as extensive ecosystem modeling capabilities. The EPA has identified RPI as the only institution which meets the above stated criteria. FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" provides this authority. Interested parties who can meet the above mandated specifications may submit qualification statements no later than 15 days after the date of this publication.
