<DESC>This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. The U.S. Fish and Wildlife Service plans to solicit for a single source simplified acquisition purchase from California State University, Carlos Davidson, Sacramento, California for professional research for historic pesticide use and the decline of California Amphibians at the Sacramento Fish and Wildlife Office, Sacramento, California. This acquisition is approved for a single source award purchase order in accordance with FAR 6.302-3 (2) (ii) and 2(ii). All interested sources must identify all tasks to be performed for by submitting pricing data and an accurate description of the final reports on the effect of historical pesticide use on native California amphibians and their decline and all cost associated. If there are no responses received by close of business September 24, 2001, a Firm Fixed PRICE purchase order using Simplified Acquisition procedures shall be awarded to the above named source. This solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 97-22. The Standard Industrial Classification Code is 8713 and $2.5 million average annual sales receipts. The research will be of final reports on the effect of historical pesticides use on Native California amphibians to be performed for the Sacramento Fish and Wildlife Office, Sacramento, California. $________________ Total Price. The research conducted shall determine whether there is a significant relationship between site (amphibian) population status and historic pesticide use upwind from the site, population status and particular pesticide or classes of pesticides is more associated with amphibian declines than others and all cost in association. The provision at 52.212-2, Evaluation -- Commercial Items, applies to this acquisition as follows: The offeror must provide the specified research tasks performed for pesticide use and the decline of the California amphibians. Award: Offers will be received on an all or none basis. The Government will award a purchase order resulting from this solicitation to the responsible offeror conforming with the quotation that will be the best value to the government considering all cost. All quotes must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items.
