Description

Turbine Fuel Technologies Company (Delavan) air assist fuel nozzles, P/N 127702, two hundred thirty nine (239) ea., with the option to change design to P/N 128681 or 128682. Delivery is required no later that 30 January 2002 to the Naval Surface Warfare Center Carderock Division Philadelphia. It is intended to award a contract on a sole source basis to Turbine Fuel Technologies Company (Delavan), P.O. Box 65100, 811 4th Street, West Des Moines, IA 50265-0100. The statutory authority permitting other than full and open competition is l0.U.S.C 2304 (c)(1) "Only One Responsible Source and No Other Supplies or Service will Satisfy Agency Requirements (FAR 6.302-1)." Turbine Fuel Technologies Company is the original equipment manufacturer (OEM) of the air assist fuel nozzle design. All design specifications are proprietary to Turbine Fuel Technologies Company. The Government does not have the data to develop a specification to support a requirement for full and open competition. See Note 22.
