Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is DC1601 and the solicitation is being issued as a Request for Proposal solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The Environmental Protection Agency anticipates that the contract will be as a result of full and open competition. A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. This procurement is NOT a total small business set aside and the NAICS No. is 334519 with a size standard of 500 Employees. This acquisition is for the delivery of one item each, FOB Destination, to the following three (3) locations: US EPA SESD, 980 College Station Rd, Athens, GA 30605; EPA Region 5 Laboratory, 10th Floor, 536 South Clark St., Chicago, IL 60605; US EPA Region 6 Laboratory, 10625 Fallstone Road, Houston, TX 77099. Contract line item (CLIN)1. (3each) Gas Filter Correlation Carbon Monoxide (CO) Analyzer-with the following specifications: 1. EPA-designated Reference Method (see EPA-website at www.epa.gov/ttn/amtic/criteria.html). 2. Standard Gas filter correlation ambient continuous analyzer, 0-50ppm range, time constant setting of 30 seconds. 3. Rack mount option. 4. RS 232 option: standard system design, wiring, and connection socket to allow cable connection and download of Analyzer data to a laptop or other computer system for storage, processing, and /or visualization of the analyzers' data. 5. Self-aligning optics, heated multi-pass optical bench, and vibration protection. 6. Electronic diagnostic transducer, dedicated communication processor, remote performance diagnostics. CLIN 2.(3 each) UV Photometric Ozone Calibrator- with the following specifications: 1. EPA-designated ozone detection system (the TECO Model 49C has equivalent EQOA-0880-047) designation, with the exception that an ozone generator is integrated into the same system, making the system a primary laboratory standard and allowing the flexibility of backup in the event, for example, that a failure occurs in the generator in the primary calibrator. Since the ozone generator is both vulnerable to mobile lab stresses and constantly changing, this can be a very helpful resource. 2. Detection system design includes a dual cell and time-shared, cell-cycling process, for real-time cancellation of potential interferent species. 3. Balanced optical system that serves to correct for fluctuations in lamp intensity and improve response time. 4. Temperature and pressure correction, and temperature regulation of UV lamp to minimize drift and maintain a high level of signal stability. 5. User interface that guides user through system operation, with easy to read display and user friendly function keys. 6. Electronic diagnostic transducer, dedicated communication processor, remote performance diagnostics. Evaluation criteria to be included in paragraph (a) of provision 52.212.2 are as follows: 1) Technical Capabilities: Offerors shall submit brochures, specifications, etc. to meet the above minimum specifications. 2) Past Performance: Provide 3 references (quality of product or service , timeliness of performance, ability to adhere to deadlines, and overall customer satisfaction); and 3) Price. Award will be made to the offeror whose offer is the lowest priced, meeting all of the technical requirements. Offerors must satisfactorily meet all of the technical requirements to be considered "technically acceptable." Offerors shall include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certification-Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items.
