Background "This is a combination solicitation/synopsis For commercial services to be performed at Wright-Patterson Air Force Base, OH 45433-5653. Period of Performance is Sep 01- Oct 01. NAIC code 811310. Proposed acquisition is unrestricted. A Firm Fixed Price Purchase Order is Contemplated to furnish all personnel, equipment, tools, materials, vehicles, supervision and other items and services necessary to modernize an elevator. The work includes the following: Providing and installing new Motion Control Engineering (MCE), solid- state microprocessor controllers; Providing and installing a new traveling Cable; Providing and installing new ADA car station and hall call stations; Providing and installing new ADA compliant door detectors; Providing and installing new door equipment; door roller and door gibs. Please provide warranty information with your quote. The site of the work is building 29 at Wright-Patterson Air Force Base, The following paragraphs (a) thru (d) are supplemental instructions (addendum to provision 52.212-1) to offerors for development of quotes. (a) Purpose: These instructions prescribe the format of the quote and describe the approach for the development and presentation of quoters' data. They are designed to ensure the submission of information essential to the understanding and comprehensive validation of quotes. The instructions permit the inclusion of any additional data or information the offeror deems pertinent. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government intends to make any award based on initial quotes received, without discussions of such quotes. (b) Quote Format -- Please return the Following: (1) Technical Quote, 15 page limit (2 copies) (2) Past Performance Information (1 copy from each reference) (3) Completed Price Quote. ( 1 copy) Quotes shall be submitted to: ASC/PKWOSA Area C, Building 109 (Room 109) Attention: Lyn Kottman, 1940 Allbrook Dr. Suite 3 Wright Patterson AFB OH 45433. (c) Technical quote: Offerors shall ensure That the technical quote fully addressed each aspect of the specification. No cost or pricing information shall be included in the technical portion of the quote. Your technical portion of the quote will describe the capability of your organization to provide the requirements of the order, it should be specific and complete. (d) Past Performance: The Offeror shall Submit A Present/Past Performance Reference List citing the contract number, name, phone number and fax number of point of contact, dollar value of contract and period of performance on three recent and relevant contracts for the same or similar service. The offeror will submit a copy of the Present/Past Performance Questionnaire (attached to this website) to each of the three references with instructions to send completed questionnaires to Lyn Kottman at the address listed above Or fax to (937) 257-3926. The Government Will use information submitted in the Questionnaire as well as other sources to Conduct its performance survey. (e) Price: Please fill in your quoted prices on the Schedule which can also be found on this web site. Please breakdown the price to include labor hours, labor rate and material costs. Solicitation provisions at FAR 52.212-2 Evaluation of Commercial Items are hereby Incorporated by reference. Evaluation Criteria to be included in paragraph (a) Of provision 52.212-2 are as follows: Technical , Past Performance and Price are equal. Site Visit: A site visit has been scheduled For 04 Sep 01 at 9:00 AM EDT. Submit The names of all attendees ( not to exceed two) no later than noon on 31 Aug 01. Attendees Should enter Wright Patterson AFB OH At Gate 12 A and proceed to the Visitor's Center. A representative will meet attendees and provide transportation to the site. The complete quote package including the Technical portion, the Prices quoted on the attached schedule sheet and completed Past Performance Questionnaire are due 16:00 PM EDT on 7 Sep 01 and must be submitted to Lyn Kottman, ASC/PKWOSA 1940 Allbrook Drive Suite 3, Wright Patterson AFB OH 45433- 5309. NO HARD OR ELECTRONIC COPIES OF THIS SOLICITATION WILL BE ISSUED. The following clauses and provisions apply: 52.212-1 and 52.212-3. Clause 52.212-4 and 52.212-5 shall be included with any award. Contractors must be registered in CCR prior to award for solicitations issued after 31 May 1998. Mr. Michael Higgins has been appointed as Ombudsman to hear concerns from offerors, Or potential offerors, during the quote development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of an Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the ombudsman does not Participate in the preparation of solicitations, the evaluation of quotes or the source selection process.
