Description

17(i). This is a combined synopsis/solicitation in accordance with the format in FAR Subpart 12.6, and FAR 13.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 17(ii). The solicitation is issued as a Request for Quotation (RFQ), the number is USZA92-01-Q-0023. 17(iii). A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. 17(iv) This procurement is unrestricted. All responses from responsible sources will be fully considered. 17(v). This action is for comprehensive maintenance of four (4) Government Owned Canon Laser Copiers for the period 1 October 2001 through 30 September 2002. CLIN 0001, CLC 700 ID# 073AS, SN: NKL03868. CLIN 0002, CLC700 ID# 282FN, SN: NKL03072 with Color Pass 4000, SN: B03072. CLIN 0003, CLC 700 ID# CP951, SN: NKL03867 with Color Pass 4000, SN: B08786. CLIN 0004 CLC 900 ID# 338 FR, SN: NCJ04248 with ColorPass V-30, SN: F09513. 17(vi) The contractor shall provide all personnel, equipment, repair parts, tools materials, supervision and other items and services necessary to perform comprehensive maintenance on the listed equipment. 17(vii). The period of performance is 1 October 2001 through 30 September 2002. The copiers are all located at Fort Bragg, NC. 17(viii). FAR provisions and/or clauses referenced will be furnished in full text upon receipt of written request. Solicitation Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Oct 2000) is hereby incorporated by reference. 17(ix). Solicitation Provision FAR 52.212-2, Evaluation -Commercial Items (Jan 1999) is hereby incorporated, the evaluation factors are price and other factors. The Government will award to the contractor who's quote is determined to be the best value based on acceptable past performance and the price of available maintenance plans, which will best meet our needs. 17(x). Contractors are reminded to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items (April 2001) with their quote. Clause 52.212-4, Contract Terms and Conditions -- Commercial Items (March 2001) is hereby incorporated by reference. 17(xii). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (DEV) is hereby incorporated by reference. 17(xiii). Additionally, the following clauses are applicable to this solicitation, 252.212-7001, Contract Terms and conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, 52.204-7004, Required Central Contractor Registration, 52.222-3, Convict Labor, 52.232-33, Payment by Electronic Funds Transfer -- CCR, and 52.252-6 Authorized Deviations in Clauses. 17(xiv). The Defense priorities and Allocations Systems (DPAS) assigned rating for this procurement is unrated. 17(xv). NA. 17(xvi). Signed and dated quotes referencing the RFQ number USZA92-01-Q-0023 must be submitted, no later than 4:30 p.m. 10 September 2001, to Karen Glass at FAX (910) 432-9345, or e-mail the information to glasska@soc.mil. To be an acceptable quote the contractors must provide pricing and past performance information, as well as the information on the maintenance plan, i.e. number of copies per month included, excess copy charges if applicable, maintenance response time, ect. 17(xvii).
