Description
This is a combined synopsis/solicitation in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are here by requested and a written solicitation will not be issued. This solicitation, #F41624-01-R-1113, is a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-16. The associated North American Industry Classification System (NAICS) for this procurement is 336413 and the small business size is 1000 employees. The Government anticipates awarding a Firm Fixed Price Contract. The following is provided: Size/Dimensions: Overall length is 12.000 inches nominal; beam width is 68.000 inches nominal; length is 36.500 inches nominal; diameter is 17.500 inches nominal; gross weight is 82.000 pounds. Predominate Material of Manufacture: Cotton, rubber coated; topside color is orange, Indian and underside color is gray and black. First Article (Contractor Testing) Test Report will be required. First Article Contractor Testing may be waived for offerors who have previously furnished production quantities of the same or similar article to the Department of Defense (DOD), provided not more than 12 months have elapsed since completion of the contract. First article will not serve as a manufacturing standard. First Article test/inspection requirements: (1) Performance or other characteristics which the first article must meet are MIL-L-5567, Para 4.4 and Table II and (2) The detailed technical requirements for first article approval tests are contained MIL-L-5567, Para 4.4 and Table II. Government written notice of approval/disapproval will be due 30 days after receipt of contractor's report. Disposition Instruction for Line Item 0001AB, First Articles: One first article will be expended in testing, residual components will be retained by contractor pending disposition instructions from Contracting Officer. Packaging Requirements: AFMCFARS 5352.247-9009, Military Packaging and Marking, MIL-STD -2073-1, Preservation Packing Method MIL B, QUP 1. Coded Data: Coded requirements shall be interpreted in accordance with Mil-STD-2073-1 (offerors may please request a faxed copy of the Packing Requirements, AFMC Form 158 from the buyer/PCO). Qualified Products List (QPL 5567-35) dated 20 July 1987 applies. Sources must be qualified prior to being considered for award. The activity responsible for this Qualified Products List is the Naval Air Systems Command (Attention: Commanding Officer, Naval Air Engineering Center (SESD), (Code 53), Lakehurst, NJ 08733-5100. Questions concerning this QPL may be directed to the Naval Air Development Center, Code 603130, Warminister, PA 18974-5000 (215-441 -2000, Ext 2503, Bill Murphy Ext 3085 or Angelo Zeulo). For a copy of the Engineering Data List, AFMC Form 762, dated 01 Apr 94 (2 pages), please provide a written request via fax or email to the buyer/PCO and a copy will be faxed. The following FAR Provisions are applicable but not all inclusive: FAR 52.209 -3; 52.209-3, Alternate I; 52.232-16; 52.233-1; 52.233-3; 52.252-2; 52.215-5; 5352.215-9014; 52.252-1; 5352.214-9001. For the purposes of award, offers will be evaluated based on the following factors, listed in descending order of importance: Price or Cost. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If the contracting officer does not satisfy your concerns, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
