- The Social Security Administration (SSA) is interested in receiving quotations on the purchase and installation of the brand name hand held radio equipment listed below, to integrate with its current equipment to create a centralized radio program for its main buildings located in Baltimore, Maryland. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is being issued as Request for Quotation (RFQ) SSA-RFQ-01-0421. This request for quotation and incorporated provisions and clauses are those in effect through Acquisition Circular 97-27. This is a simplified acquisition, 100% small business set-aside. Quotations submitted from other than small businesses will be rejected. All responsible small business sources may submit a quotation that shall be considered by the Agency. The North American Industry Classification System (NAICS) code for this acquisition is 33422. The small business size standard is 750 employees. Quotations in response to this RFQ shall be submitted by Thursday, September 6, 2001, 3:00 p.m. Eastern Standard Time. Quotations can be mailed to the Social Security Administration, Office of Acquisition and Grants, Attn: Christine Nagengast, 1710 Gwynn Oak Avenue, Baltimore, Maryland 21207, e-mailed to my attention at Christine.Nagengast@SSA.gov or faxed to (410) 965-9560. REQUIREMENT: Quoters shall provide pricing for the purchase of the following pieces of new equipment. 1) One hundred and forty (140) Vertex VX-800 Multiple Channel Portable Radios (UHF) without phone modules. All radios shall include an antenna, keypad, lithium ion battery and belt clip. Quoters shall also include initial programming of radio frequencies and talk groups; 2) One hundred (100) Vertex VX-800 Multiple Channel Portable Radios (UHF) with phone modules. All radios shall include an antenna, keypad, lithium ion battery, phone module and belt clip. Quoters shall also include initial programming of radio frequencies and talk groups; 3) Twenty five (25) Vertex 6 unit multi-chargers, model VAC6800; 4) One hundred (100) Vertex Single unit desk top 1 hour chargers, Model VAC-8008; 5) Five (5) programming software packages and licenses along with training booklets and all necessary hardware (i.e., cables, cradles etc ) used to make administrative frequency and talk group changes to the radios. 6) One (1) Vertex Repeater model VXR-5000 with telephone patch, duplexer and battery; 7) One (1) Tate Receiver Model # T855-15-0200; 8) Tate Transmitter Model #TA56-16-0200; 9) Labor pricing for the installation, configuration to manufacturer's specifications, and integration of the new equipment listed above. The installation locations for the new equipment above are as follows: Line item 6, the Vertex Repeater, shall be installed in the National Computer Center located at 6201 Security Blvd., Baltimore, MD 21235. Line items 7 and 8, the Tate Receiver and Tate Transmitter, respectively, shall be installed in Metro West at 400 N. Greene Street, Baltimore, Maryland 21201; 10) Quotations shall include a one-year warranty on the complete radio system with no charge for labor or covered parts. Manufacturers standard warranties shall be included and the maintained by the quoter. Service calls shall be made within 24 hours during normal operating hours between 8 a.m. and 4 p.m.; and, 11) Onsite training classes for four groups of 10 people on use all of the functions and features of the radio and use of the software program. Quoters shall also be responsible for the removal and shipping of the existing equipment listed below to its original manufacturer for reconfiguration, realignment and re-calibration of the bandwidth from 25 kHz to 12.5 kHz. Therefore, quoters must include the following costs in their price quote: 1) labor cost for removal and packing of the equipment; 2) shipping costs to and from each manufacturer; 3) the manufacturer's cost for reconfiguration, realignment and re-calibration of the equipment from 25 kHz to 12.5 kHz; and, 4) labor cost for re-installation of the equipment into its original location. The following seven pieces of existing equipment are located in the Metro West Building, 400 N. Greene Street, Baltimore Maryland 21201: a) One (1) Tate Receiver Model #T855-15-0200; b) One (1) Tate Transmitter Model #TA56-16-0200; c) One (1) Tate Duplexer Model # Sinclair 4-cavity duplexer; d) One (1) Vertex Repeater Model #VXR-5000; and e) Three (3) Vertex Transmit and Receivers model #FTL-7011. The following thirteen pieces of existing equipment are located within SSA's main Headquarters Complex, 6401 Security Blvd in Baltimore, Maryland 21235: a) Three (3) Vertex Repeater Model #VXR-5000, one each located in Security West, National Computer Center and Operations; b) One (1) Vertex Control Center, model # JPS-SNV-12, located in Operations; and, c) Nine (9) Vertex Transmit and Receivers model #FTL-7011 in the following locations: 2 in the National Computer Center, 1 in the East High Rise, 1 in the East Low Rise, 1 in the Altmeyer, 1 in the West High Rise, 1 in the Operations and 2 in Security West. The contractor shall be responsible for testing to ensure that all of the new and existing equipment properly functions as one unit providing the agency a centralized radio program. The Contractor shall complete all equipment installation on a per site basis as determined by the Project Officer. All work shall be completed during off-hours (i.e., from 6:00 p.m. Friday through 6:00 p.m. on Sunday or until the system is complete at that site) so service interruption is kept to a minimum. Work shall be completed within 120 calendar days from date of award. The following provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items, (tailored) apply to this acquisition: (a), (b)(1) -(b)(11), (c), (f), (g) and (j). Quoters must also submit past performance and reference information. References provided with the quoter's response (as well as any other sources available to the Government) shall be utilized to evaluate experience and past performance as they relate to this requirement. Quoters shall submit three (3) references. NOTE: Each contractor must ensure that the telephone numbers and points of contact listed for each reference are current. The Government will not make repeated attempts to contact references to obtain information. If after two (2) attempts, the cited reference is not locatable that reference will automatically be eliminated from consideration. For each experience referenced the quoter shall provide the following information: (a) Contract/Project Title; (b) Contract/Project Number (if applicable); (c) Client Name; (d) Client Address; (e) Contracting Officer Point-of-Contact (POC) including name, telephone number (with area code and extension, if appropriate) and fax number; (f) Technical Project Officer (PO)/Contracting Officer's Technical Representative including name, telephone number (with area code and extension, if appropriate) and fax number; (g) description of the services rendered that were/are similar to the requirements as set forth above (h) describe any significant performance problems that were encountered on the cited/referenced project, and explain how they were solved/corrected by the quoter/contractor. The provisions at FAR Part 52.212-2, Evaluation -- Commercial Items (tailored) apply to this acquisition: (a) and (c). The government will award a contract resulting from this request for quotation to the responsible quoter or whose quote conforming to the request for quotation will be most advantageous to the Government price and other factors considered. To be considered for an award under this solicitation, quoters must provide a firm, fixed unit price for each item or service, and agree to hold their quote firm for 30 calendar days. The following factors shall be used to evaluate quotes: the quoter's technical capability of meeting the Government's requirement, past performance and price. A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the RFQ shall result in a binding contract without further action by either party. Before the quoter's specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Quoters are advised that they must include a completed copy of the provisions FAR Part 52.212-3, Offeror Representations and Certification -- Commercial items, with their quote. The clauses at FAR Part 52.212-4, Contract Terms and Conditions -- Commercial Items apply to this acquisition. There are no addendums to this provision. The following clauses at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (tailored) apply to this acquisition: (b)(12), (b)(13), (b)(14), (b)(15), (b)(23), and (b)(24). Finally, quoters must address the applicability of Section 508 to the items they are quoting. In 1998, Congress amended the Rehabilitation Act to require Federal agencies to make their electronic and information technology accessible to people with disabilities. Under Section 508 (29 U.S.C. 794d), agencies must give disabled employees and members of the public access to this technology that is comparable to the access available to others. The law applies to all Federal agencies when they develop, procure, maintain, or use electronic and information technology. SSA requires that Electronic and Information Technology (EIT) procured, developed or maintained meet the accessibility requirements under Sections 504 and 508 of the Rehabilitation Act of 1973, 29 U.S.C. 794 and 794d. This is to ensure the accessibility of its programs and activities to individuals with disabilities, specifically its obligation to acquire accessible electronic and information technology. SSA has determined that the Telecommunications checklist applies; therefore, quoters must complete and return the following template, Section 1194.23 Telecommunications products, located at http://www.ssa.gov/oag/info/section508_evaluation_template.htm .
