- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6 AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-01-00471, and the solicitation is being issued as a request for quotation (RFQ). The associated North American Industry Classification System (NAICS) code is 325120 which has a size standard of 1,000 employees to qualify as a small business. This procurement is set aside for a small business. A state-of-the-art consolidated campus is under construction in Research Triangle Park, North Carolina to house EPA's research operations. Investigators will need a ready supply of high-purity hydrogen gas for their analytical equipment (typically, chromatography). The Agency must obtain a hydrogen-gas generator in each laboratory that contains such equipment. This contract is for the procurement and of 17 hydrogen generators. SPECIFICATIONS: Purity of Hydrogen Gas: 99.99999% (for 90 cc/min units Purity of 99.9995%); Oxygen Content: 0.1 ppm (for 90 cc/min units Oxygen, 1ppm); Moisture Contend: 0.1 ppm (for 90 cc/min units Moisture, 2ppm); Maximum Pressure: 100 PSI; No additional scrubbers or driers outside the units; Units must manually activated after power failure; Contractor must be able to supply parts and or replacement units within 48 hours. Warranty Requirement: 24 month warranty on each unit. Documentation: One Manual per unit. Training Requirement: Contractor's representative present, on site, during initial startup. Contractor must ensure that the units are UL (Underwriters Laboratory) approved and provide documentation certifying that the installed units meet manufacturer's specifications.The Government intends to award a single purchase order to the lowest offeror that meet all the Government specifications. The following FAR clauses apply to this acquisition: 52.212-4 Contract Terms and Conditions -- - Commercial Items. All offerors are to are to include with their offers a completed copy of provision 52.213-3, Offeror Representation and Certifications -- - Commercial Items. The following additional FAR clauses which are cited in Clause 52.212-5 are applicable to the acquisition: 52.203-6 Restrictions on subcontracting Sales to the Government, with Alternate I; 52.203-10, Price or Fee Adjustment for Illegal or Improper Activities; 52.219-14, Limitation on Subcontracting; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled Veterans and Veterans of the Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. It is requested that the completed Representations and Certifications be included with the proposal.
