- The Naval Medical Logistics Command has a requirement for a LOH Toro Surfacer Part Number X-2S. The Naval Medical Logistics Command intends to negotiate on a sole source basis with LOH Optical Machinery, Inc., N116 W18111 Morse Drive, Milwaukee/Germantown, WI 53022-0664 for a LOH Toro Surfacer for the Navy Ophthalmic Support and Training Activity. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Responses questioning the sole source nature of this requirement must contain sufficient documentation to establish a bonafide capability to fulfill the requirements. This announcement constitutes the only solicitation document; quotations are being requested and a written solicitation will not be issued. The solicitation number is N62645-01-R-0008. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The requirement is for a lens surfacing system that shall interface with the LOH Optical lens generator without changes to the lens production process in place at the facility. Any changes to the lens production process to accommodate the equipmenet will adversely affect efficiency and effectiveness of the fabrication lab. Lens blanks and freebond should not have to be removed from the metal tooling when the combination is removed from the chuck in the generator. The blank should not have to switch tooling to accommodate another machine. The lens surfacing system shall be a free standing unit that is designed for accurate smoothing or polishing of plastic, polycarbonate, and mineral glass ophthalmic lenses. It shall run on 220 volts 5 HZ three phase alternating current. It shall be ergonomically designed to improve reach parameters and lap table angle to assist in the prevention of wrist injuries. Physical dimensions shall be 27 inches width, 31.5 inches deep, 64 inches high with a weight of no greater than 525 lbs. Width and depth measurements are not flexible beyond +/- 2 inches. These measurements are required to assure the equipment will fit in the space provided on the production floor. The system shall use programmable controllers. All adjustments and operating controls shall be external and on a control panel at the top of the surfacer; shall have an emergency stop button; have air pressure gauges and adjustable air valves; shall have slurry delivery system capable of stand alone or external hook-up/ shall use ridged delivery pipin; shall have automatic lap tool clamping with double acting pneumatic cylinder to ensure tooling is secure.
