Description
The U. S. Army Natick Soldier Center at the Soldier and Biological Chemical Command, Natick, MA is conducting a market investigation to identify domestic products, suppliers and manufacturers of individual shelter systems. The U.S. Army is interested in i dentifying firms with capabilities to provide/design/develop an Improved Combat Shelter (ICS) system for the individual Soldier to replace the current Shelter Half. The ICS shall be composed of components necessary to form the following shelter configurat ions (including user-friendly, set-up/use instructions and care/maintenance instructions) to cover and provide environmental protection to the Soldier (5th to 95th percentile, male): a) Minimum configuration (i.e., overhead protection as in a hooch or l ean-to) to provide essential environmental protection from rain and snow, b) Combined configuration (i.e., shelter component capable of being closed, while still providing adequate ventilation, and interfacing with the minimum configuration component t o provide combined overhead and side/end wall protection) to provide essential environmental protection from wind, rain, and snow to the Soldier and his equipment (i.e., rucksack) during extended operations. Minimum configuration REQUIRED characteristic s are as follows: Weigh 2.5 pounds maximum; low bulk to enable it to be carried in a rucksack (MOLLE) outer pouch (separate pouch/pocket may be used to contain the item/components when out of the rucksack pouch); means for tie-down and staking the item to form shelter; multicolor visual camouflage; durable to provide 120 days minimum service. Minimum configuration OBJECTIVE characteristics are as follows: Weigh 1.5 pounds maximum; low bulk to enable it to be carried in a rucksack (MOLLE) outer pouch (s eparate pouch/pocket may be used to contain the item/components when out of the rucksack pouch); means for tie-down and staking the item to form shelter; NIR camouflage; blackout resistance; launderable and decontaminable. Combined configuration REQUIR ED characteristics are as follows: Weigh 6.5 pounds maximum; low bulk to enable it to be easily carried (separate pouch/pocket may be used to pack/contain the item/components); means for tie-down/staking to form shelter and means for alternate capability as a stand-alone, closed-configuration shelter; minimum visual signature and profile (i.e., not greater than that of the current Shelter Half); multicolor visual camouflage; self-supporting (i.e., pole(s)); durable to provide 120 days minimum service. Co mbined configuration OBJECTIVE characteristics are as follows: Weigh 5.8 pounds maximum; low bulk to enable it to be easily carried (separate pouch/pocket may be used to pack/contain the item/components); means for tie-down/staking to form shelter and me ans for alternate capability as a stand-alone, ground protection; protection from insects; minimum visual signature and profile (i.e., not greater than that of the current Shelter Half); NIR camouflage; blackout resistance; self-supporting (i.e., pole(s)); launderable and decontaminable. Interested sources must, within thirty (30) days following the publication of this synopsis, respond with information on their current commercial product(s) and how they are made or could be modified to address the Militar y requirement. Interested sources shall include information detailed in the CBD Note 25 regarding a firm's experience, personnel, and facilities. Information should include product cost, technical information (i.e., technical literature, data and illustr ations), relevant company background/experience, and a sample. Firms responding shall indicate whether or not they are a small business. Any information/samples submitted will not be returned. If a firm chooses to submit samples, no payment will be made by the Government for such samples. Responses to this notice are to be sent to Mr. Christopher Pentheny, U. S.
