- Description
- The USA Robert Morris Acquisition Center-Natick (USA RMAC-N), Natick, MA, in support of the U.S. Army Soldier and Biological Chemical Command, Soldier Systems Center (USA SBCCOM SSC), intends to conduct negotiations and award a purchase order to the Univer sity of Massachusetts, Office of Grants & Contracts 408 Goodell Building, Amherst, MA 01003 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation part 6.302-1 and 6.302-3. THIS IS NOT A REQUEST FOR QUOTATI ON. This acquisition involves the continuation of work to ion-implant semi-permeable membranes for resistance to CW agent penetration. It is necessary that the University of Massachusetts-Amherst construct a Permeation Test Apparatus (PTA) in order to br ing the research previously completed to practical use. The major components of this system are: 1) Detector, Gas Chromatograph, Four Channel; 2) Four permeation cells; 3) Flow controller; and 4) Isothermal enclosure. The University of Massachusetts-Amh erst has been involved in the development of a prototype Permeation Test Apparatus for military application and is uniquely qualified to meet the goals of this acquisition. Award to another company would result in duplication of costs and delay the develo pment of this technology. This is not a request for competitive proposals. However, the Government will consider all proposals received with seven (7) days after date of publication of this synopsis. A determination by the Government not to compete this proposed purchase order based upon responses is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify t heir interest and capability to respond to this requirement by mailing information identified in CBD Note 22 to the U. S. Army Robert Morris Acquisition Center, Natick Contracting Division, ATTN: AMSSB-ACN-S/Peggy Dube, Natick, MA 01760-5011 no later tha n 12:00 noon on 4 September 2001.
