Description
This is a pre-solicitation Potential Sources Sought Notice -- Market Survey to obtain commercial information relative to the development of an Electronic Warfare Signal Intercept system for use by NATO countries and sponsored by the US Army Electronics Command, Intelligence and Information Warfare Directorate (I2WD), Fort Monmouth, NJ. The North Atlantic Treaty Organization (NATO) is in the process of upgrading their existing electronic warfare equipment. The United States as a member country is canvassing prospective companies in the development of either prototype or fielded military systems in support of this effort. This equipment / system is tentatively scheduled for system demonstration in the May through September 2003 timeframe; tentative location is Paris, France. Significant physical characteristics of the target system are but not limited to the following: a) must be totally man portable, preferably by a single individual; b) must be modular, divisible into several components, extremely light; c) single operator operation; d) must possess the ability of integration into in either an aircraft, such as a helicopter, or a light ground vehicle and provide full system operational capability. Significant operational characteristics for the target system are the capability to intercept signals either analog or digital, between the frequencies of 1 Mega Hertz and 5 Giga Hertz. The following system functions are desirable: a) automated interception of a frequency band by scanning and monitoring spectrum utilization; b) provide the capability to process traditional signals; c) provide the capability of digitally recording of conversations, of spectrum utilization and of specific signal(s) and; d) provide identification of particular signals by comparing them with data contained in a database integrated into the equipment. The target system will be demonstrated against three (3) scenarios and environments. The first scenario is a static environment, the second is a portable configuration performed on a mobile platform over terrain and the third is an urban environment. The first and second scenarios will be conducted over a 20Km by 20 Km geographic area. Interested companies will have the ability to survey the demonstration area and ask questions of the NATO participants during a future meeting in 2002. Exact date and location of the meeting will be determined during the October 2001 working group meeting. Information requested includes availability of commercial off-the-shelf (COTS) and / or prototype system development relative to the fabrication, test and demonstration of the required equipment and system. The government requests that those companies responding provide details on the overall feasibility of developing such a system, rough order of magnitude for system cost and projected schedule by 28 September 2001. A consolidated list of interested responding companies will be presented at the next working group meeting scheduled for October 2001, NATO Headquarters, Brussels Belgium. This is a potential Sources Sought Notice only, not a request for quotation or an announcement of solicitation. The government will not pay for any materials furnished in response of this synopsis.
