Description
17. CONTRACT INFORMATION: Architect-Engineer services are required for an Indefinite Delivery contract for photogrammetry and related services for various civil works projects located within the Great Lakes and Ohio River Division (includes Alabama, Georgia, Indiana, Illinois, Kentucky, Maryland, Michigan, Minnesota, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia, and Wisconsin) and Central America, procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36. Contract period will be for a base period of one year with two one-year options. The amount of work in each contract period will not exceed $1,000,000. An option period may be exercised when the contract amount of the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm-fixed price task orders in an amount not to exceed $1,000,000. This announcement is open to all businesses regardless of size. If a large business is selected for this contract, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan is not required with this submittal. Quality control plans will also be required at time of award. The wages and benefits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. 2. PROJECT INFORMATION: Photogrammetric requirements will consist of aerial photography with airborne GPS capability, geodetic and photo control survey, analytical aero-triangulation, stereo compilation, digital orthophotography, metadata and GIS data collection. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each subcriterion). Criteria a. through e. are primary. Criteria f. through g. are secondary and will be used as tie-breakers among technically equal firms. a. Specialized experience: experience in photogrammetric production and metadata and GIS data collection. b. Qualified Personnel: Evaluation of professional qualifications such as professional registrations/licenses, advanced training and specific work experience of key personnel. c. Photogrammetric Equipment: Airworthy aircraft and currently certified precision aerial camera, photogrammetric lab for reproducing aerial photographic and mapping products, hardware and software to perform fully analytical aerotriangulation, analytical stereoplotter interfaced for digital data collection of planimetric and topographic features and digital orthophotography furnished in Intergraph DGN, DTM and Raster Formats d. Capacity to Accomplish the Work: (1) Sufficient equipment and personnel to accomplish work as required to maintain delivery of a quality product on a timely schedule; and (2) number of sub-contractors. e. Past Performance: Performance on contracts with government agencies in terms of quality of work and compliance with performance schedules. f. Geographic Location: Geographic location with respect to the region under consideration. g. Current DOD Contracts: The volume of DOD contract awards in the last 12 months. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition), and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Solicitation packages are not provided. This is not a request for proposal.
