- Description
- Architect/Engineer (A/E) services (NAICS 54310) are required to prepare schematics and design development documents associated with the development of columbarium, administration/maintenance complex, public information building, committal shelters, roads, and other cemetery site features. licensed/registered civil engineers and architects should be members of the firm, or team, with demonstrated expertise in their respective fields. The prime A/E should have a licensed/registered landscape architect as a member of the firm, or team, with experience in the design of cemeteries, large institutional campuses, recreational facilities, parks, or similar land development projects. In addition to design capabilities, emphasis will be placed on the estimating capabilities of the applicants. Scope: Prepare schematics and design development documents for new columbarium, new loop road, three (3) new committal service shelters, demolition of existing administration building, modification of existing maintenance buildings, new admin/maintenance complex, and new public information building. Also included are landscaping, signage, site furnishings, irrigation and utilities within the 40 acre undeveloped portion of the cemetery. Schematics and design development will require all appropriate engineering and architectural disciplines and a firm estimate of construction costs. The contract will include a government option for contract document preparation and construction period services. Applicants must have an established working office with in 100-mile radius of the site of sufficient size and experience to accomplish the work and be licensed in the State of Massachusetts. Preference will be given to firms with working offices in the State of Massachusetts. This proposed acquisition is a 100% small business set-aside. Firms must indicate in response whether they meet the requirements for a small business concern. No firm will be considered unless an application consisting of a completed SF 255 and other evidence of experience and capabilities the applicant considers relevant is received by the VA A/E Evaluation & Program Support Team (181A), Attention: Robert T. Smoot, 810 Vermont Avenue, NW, Washington, DC 20420 within 30 days of the date of this advertisement. A current SF 254, representing and differentiating between the personnel experience and capabilities of all involved offices must be included with the application together with current SF 254's for each proposed consultant's office involved. Applicants will be rated based on the relevant experience of both the firm(s) and assigned individuals. Ratings will also be determined by the applicant's capacity to do the work, record of past performance on VA and other Federal work, geographic consideration, demonstrate success in prescribing the use of recoverable materials and achieving waste reduction and energy efficiency in facility design, and participation of minority and woman-owned consultants. The contract award is dependent upon the availability of funds. This is not a request for a proposal. Note: The "covenant against continent fee" clause is applicable to this solicitation.***
