Description

PURCHASE AND INSTALLATION OF UPGRADED GRPC MULTIMEDIA SYSTEM- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The procurement is to furnish all labor, services, non personal, to provide equipment, installation, integration and training of a comprehensive multimedia system capable of both audio and visual presentation support throughout the entire facility of building 1907, Scott AFB IL as shown in following Statement of Work (SOW). Inspection and acceptance will be at Scott AFB IL. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation, reference number FU042612000100, is being issued as a Request for Quotation (RFP). This solicitation is set-aside 100% for small business. The North American Industry Classification System Code (NAICS) is 512110 and the small business size standard is 21.5 Million dollars. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. Vendor must be actively registered with Central Contractor Registration. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR clause 52.212-2, Evaluation-Commercial Item applies. Award of this acquisition will be based on Best Value to the Government and the evaluation criteria for award will be technical proposal, past performance price and proximity to Scott AFB IL for maintenance under warranty. If proposal is technically acceptable, past performance and price will be evaluated. However technical proposal and past performance will be significantly more important than price. Offerors will provide a list of three (3) of the most relevant (like or similar) services performed for either the Federal Government or commercial customers within the last three years. Please provide recent fax, telephone numbers of past performance references and they must be submitted along with price quote. The following additional FAR provisions and clauses do apply: FAR 52.211-6 Brand Name or Equal, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer. FAR 52.212-4 Contract Terms and Conditions-Commercial Items and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items are incorporated by reference and will be incorporated in the Purchase Order by reference. FAR 52.232.33, Payment by Electronic Funds Transfer, Central Contractor Registration; DFARS 252.204-7004, Required Central Contractor Registration; DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or executive Order Applicable to Defense Acquisitions of Commercial Items. To assure timely and equitable evaluation of offers, each offeror must submit a completed copy of the Representations and Certifications, Technical Proposal (to include manufacturer's specifications and literature, Price Proposal and Past Performance References. Contractors are highly encouraged to attend our site visit, which will be held on Saturday, 8 September at 0930 CST. Contractors shall meet at 201 E. Winters building #50, Scott AFB IL. Contractors attending the site visit should call 2Lt Ta?tron Williams before 1400 CST (2:00 PM) on Friday September 7 to RSVP and make arrangements enter the installation.
