Description
This is a solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Vehicle Access Control System (VACS) for use at the Beaver Meadows Entrance Station at Rocky Mountain National Park, Colorado. The contractor shall provide all equipment, personnel and services to supply and install a functional operating card reader system. The system shall include (but is not limited to) the card reader system, wires, cables, vandal-proof junction boxes, tools, and incidentals necessary to implement and maintain a working system. The VACS computer shall be located in the Park Administration Building at the entrance. This system will be used to expedite the movement through a gated lane, and identify and open the gate for valid pass holders. System Components: Gate Station: Access control gate with contact safety feature, vehicle detector controlling loops. Automatic vehicle identification reader (to read vehicle mounted transponders to be supplied). Magnetic Strip Card Reader (to read new Rocky Mountain National Park Pass cards to be supplied and National Parks Pass cards in circulation). Lane-side Message Display. Lane-side Intercom with Call Button. Gate Operators: Transponders: Order quantity 300 for Transit Buses plus unit price for additional quantities. Transponders: order quantity 150 for Park Vehicles plus unit price for additional quantities. Transponders: order quantity 50 for other authorized vehicles plus unit price for additional quantities. Rocky Mountain Park Pass cards: order quantity 45,000 plus unit price for additional quantities. National Parks Pass cards: currently 400,000 in circulation. Control System: Remote Intercom with Call Button. Remote Barrier Gate Opener. PC-based Workstation with operating software, transponder database, and card database. There currently exists available 2" power and communication service conduits extending from the Admin Bldg to the booths positioned in the conventional entrance lanes. The Contractor shall deliver in electronic (MSWord) and in bound, hard copy format, all documentation sufficient to fully describe the system, implementation, testing, training and operation of the VACS consistent with, at a minimum, the following: Equipment Handling and Installation Instruction, System Test Plan, Operating & Maintenance Manuals, Training Materials. Contractor shall provide technical representative service for all installation and start-up procedures for project. General System Equipment Parameters: 5 year warranty. All equipment shall conform to respective industry-standard practices. All equipment of the VBACS shall consist of modern, proven, reliable technologies, experimental applications shall be avoided. To the extend possible, the VBACS shall provide open-ended scalability to support potential system evolution in the future. Any roadway equipment to be installed shall be capable of withstanding per axle vehicle loads up to 40,000 lbs. Modularity: Contractor shall use modular design in all hardware and software systems. Standard, commercially available components shall be used wherever possible. All functionally equivalent components, assemblies, and modules shall be fully interchangeable. Maintenance Monitoring functions shall include Vehicle Detection and Identification Sensor System Status, Card Reader System Status, Barrier System Mode and Status, Message Display Status. Provide the ability to process up to 500 vehicles per hour under normal operating power. Provide at least 1 hour of UPS power backup for the entire system assuming 50 vehicles per hour, and System shall have the ability to operate 24 hours per day, 7 days per week. The control computer shall be a type Pentium III or better, and used as the VACS interface, database and application server, and shall be networked to the Park Service system via their local area network. Computer will interface to the field equipment at the by-pass lane and adjacent booth control conventional lane. All system and subsystems of the VACS shall have sufficient processor, memory, and read/write data storage capability for the operation of VACS for the design life of the VACS. A Modem shall be provided for connecting for remote diagnostic and maintenance. Laser Jet printer will be provided. HARDWARE: Key Box shall consist of a four position keyed switch box, with Auto or Manual modes. Microphone to include separate volume control dials, and push button control. Barrier Gate Remote Opener shall include a keyed on/off switch. Transponder Reader shall comply with all applicable guidelines of the FCC. Manual inserted Magnetic Strip Card Reader shall record the card ID and interface with the VACS control computer to validate. The card reader shall handle magnetic strip information encoded cards currently in circulation. Entry Loop shall be capable of detecting the presence of a vehicle entering or exiting the by-pass lane. The provisions at 52.212.1, Instructions of Offerors Commercial, applies to this acquisition. The provision at 52.212.-2, Evaluation Commercial Items is used. EVALUATION FACTORS: The evaluation criteria are price and past performance. Technical and past performance, with price to be the larger criteria. Bidders are to provide a list of not less than 3 references.
