- Description
- The Department of State (DOS) intends to negotiate on a sole basis with Science Applications International Corporation (SAIC) for support of Phase Two of the High-level USG attention to the Iraqi Oil-for-Food program. The Contractor shall provide assistance to DOS in the review of OFF contracts (Comms) by: a) providing a technical evaluation within 24 hours of the proliferation risk of each Comm received, including whether the Comm contains items on the UN 1051 list, and proposing an NP position; b) evaluating within two weeks of receipt of additional technical information provided by exporters to determine if such information alleviates proliferation concerns; c) providing technical advice to DOS employees on COMMS in advance of meetings and d) maintaining necessary records and databases using Microsoft Office to facilitate the above functions. The four technical experts shall have at least a Master's level education in their particular field and a minimum of three years of experience in that field or Ph.D. level with a minimum of two years of experience. The fields of expertise needed in the four technical experts are as follows: Biology, Chemistry, Missile Technology (e.g. AF missileer background), and Nuclear (e.g. DOE scientist background). The work will require access to material classified at the SECRET level. Contractor employees assigned to this project must have current security clearances at the SECRET level at the time of award. Firms that feel they can provide the forementioned support are invited to submit an affirmative response to comply with all the above requirements. Response(s) must be received within 5 calendar days of this notice to the effect that comparable support are available and are more advantageous to the Government than obtaining these studies through the proposed contractor, or a sole-source award will be made.
