- The National Heart, Lung, and Blood Institute for the National Institute on Drug Abuse (NIDA), intends to negotiate on a noncompetitive basis with CSR Incorporated, 1400 EYE Street, North West, Suite 200, Washington, DC 20005, to provide Management, Planning and Logistical support services related to the 4th annual meeting of the Global Research Network (GRN) on HIV prevention in drug using populations, to be held October 11-12, 2001 in Melbourne, Australia. BACKGROUND: The GRN began in 1998 as an international collaborative effort among epidemiologists, ethnographers, and prevention researchers to exchange information on evidence-based HIV prevention interventions worldwide, to facilitate the implementation of effective HIV/AIDS prevention interventions among drug-using populations and their communities, and to identify important questions and issues for future research. Through its scientific meetings, the GRN has sought to provide an infrastructure for HIV prevention researchers and scientists to share information and data on the changing epidemiology of HIV/AIDS and other blood-borne diseases among drug users and to facilitate the dissemination and application of research-based principles on effective HIV prevention strategies for drug users, their sexual partners, and their communities. The Center on AIDS and Other Medical Consequences of Drug Abuse Research (CAMCODA) currently has a Task Order with CSR, Inc. to provide data management/analysis and logistical support of scientific meetings on HIV/AIDS and other medical consequences of drug abuse in drug-using populations. These data management/analysis and logistical support activities related to scientific meetings provide an infrastructure for communication, information exchange, and domestic and international collaborations on new and emerging research issues in the epidemiology, prevention, and treatment of HIV/AIDS, hepatitis B (HBV), hepatitis C (HCV), and other sexually transmitted diseases (STDs) and co-morbid conditions among drug users. CRS Inc., had technically and logistically supported the 2nd and 3rd annual GRN meetings held on August 26-28, 1999 in Atlanta Georgia and July 5-7, 2000 in Durban, South Africa . GENERAL REQUIREMENTS: Independently, and not as an agent of the Government, the Contractor shall furnish all necessary services, qualified personnel, material, equipment, and facilities not otherwise provided by the Government as needed to perform the following specific requirements: 1) Within (1) one week after contract award, the Contractor shall, in coordination with the Project Officer, make an assessment of the number of attendees who require registration assistance to attend the GRN-sponsored symposia at the 6th International Congress on AIDS in Asia and the Pacific (ICAAP) on October 5-10, 2001, and make payment of such fees. 2) Within (2) two weeks after contract award, the Contractor shall, in coordination with the Project Officer, contact invited non-Federal meeting speakers and attendees from developing countries to arrange airline and/or ground transportation, per diem, and accommodations (including hotel credit card deposits for non-credit card holders from developing countries) for their participation in the 4th Annual Meeting of the GRN, to be held October 11-12, 2001 in Melbourne, Australia. Travel reservations for persons contacted shall be made at least 14 working days prior to the date of departure. 3) Within (3) three weeks after contract award, the Contractor shall develop a plan (and a subcontract as appropriate) for services to transcribe audiovisual and tape recordings of meeting sessions and on-site duplication services for the 4th Annual Meeting of the GRN. 4) In preparation for the 4th Annual Meeting of the GRN, the Contractor shall develop a plan (and a subcontract as appropriate) for provision of on-site information about the meeting, including informational packets for participants containing a meeting agenda, program, name badge, and list of participants with addresses, telephone numbers, e-mails, and affiliations, as well as on-site registration and registration assistance. 5) At the 4th Annual Meeting of the GRN in Melbourne, Australia, the Contractor shall collect registration information to update the participant mailing list and duplicate any handouts and meeting materials of speakers for inclusion in post-meeting documentation, including summary reports, papers, and the meeting proceedings. 6) Following the 4th Annual Meeting of the GRN in Melbourne, Australia, the Contractor, in coordination with the Project Officer and in accordance with Federal travel allowances, shall provide reimbursements for travel and per diem to non-Federal meeting participants and to speakers and attendees from developing countries who were assisted in their travel arrangements. 7) Following the 4th Annual Meeting of the GRN in Melbourne, Australia, the Contractor, in coordination with the Project Officer, shall provide post-meeting management and logistical support services for the editing, reproduction, and distribution (by mail or e-mail) of meeting materials, minutes, action items, outcome recommendations/decisions, summary reports, abstracts and papers, visual and narrative documents, and other meeting documentation. PERIOD OF PERFORMANCE: The period of performance is from September 15, 2001 through March 31, 2002. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North America Industry Classification System (NAICS) number is 561410, Size Standard $0.5 Million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
