- Description
- The Department of Health and Human Services, Program Support Center, on behalf of the Health Resources and Services Administration, Office of Rural Health Policy (ORHP), intends to negotiate on a sole source basis for a simplified acquisition with the West Virginia Center for Health Care Policy and Research at the Robert C. Byrd Health Sciences Center (WVCHCPR). The purpose of the purchase order is to complete Phase II of the West Virginia Pediatric Preventative Oral Health Project. The WVCHCPR will determine appropriate models for training providers, parents and the community; develop evaluation measures and strategies to assess and document the success of the training models and their outcomes; conduct pilot tests of the materials (e.g., parent brochures, preventative pediatric oral health intervention provider education materials) created under Phase I for four rural community health centers in West Virginia (Fort Gay Clinic, Harts Creek, Upper Kanawa Valley, and Camden on Gaulley); and revise the materials based on the pilot tests. The statutory authority for other than full and open competition is 41 U.S.C. 253 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. The WVCHCPR is uniquely qualified because it is the only known source knowledgeable about the rural sites and the relationships between the providers and their relationships with the communities they serve. Additionally, WVCHCPR developed the materials to be pilot tested. Finally, WVCHCPR staff have established relationships based on trust and familiarity with the providers and their clients. This relationship is critical to successful pilot testing. Vendors who are interested in this acquisition must demonstrate in writing they can meet the Government requirement within 7 days from the date of publication. Responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the requirements of the purchase order. In addition to cost, the Government shall consider the impact to the ORHP mission. Failure to submit adequate documentation will result in the Government proceeding with a sole source to the West Virginia Center for Healthcare Policy and Research. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. NO SOLICITATION PACKAGE IS AVAILABLE FOR THIS REQUIREMENT, THEREFORE, REQUESTS FOR SUCH DOCUMENTS WILL BE CONSIDERED INVALID RESPONSES. See Numbered Note 22 =09
