N/A!! 17. (i) Item 0001: Services; Non-Personal. Quantity: 1 Year in duration: 9/10/2001 through 8/31/2002. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The proposed contract action is for services for which the Government intends to solicit and negotiate with one source (American Association for the Advancement of Science (AAAS) 1200 New York Avenue, NW., Washington, DC 20005) under FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement (See xvi). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (ii) The solicitation number MDA946-01-T-0118 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular _27_. (iv) The applicable North American Industry Classification System Code is 813410, and the corresponding size standard $5.0 million. (v) See (i) for contract line item number(s) and items, quantities and units of measure. (vi) Description of the Requirement: STATEMENT OF WORK Defense Policy and Science and Engineering Fellowships A. BACKGROUND General Description of the Requirement: The purpose of this program is to provide scientists and engineers the opportunity to contribute their technical backgrounds and external perspectives to the wide range of defense policy issues within the Department. The contractor shall accomplish this requirement by selecting Fellows with a Ph.D. or equivalent doctoral level degree, or a Master?s degree in engineering and at least three years post-degree experience. Fellows must exhibit some exceptional competence in some area of science or engineering as well as the ability to apply their expertise to assessment of problems relating to defense policy. B. PURPOSE AND OBJECTIVES OF THE ACQUISITION: Overall Program Objectives: The primary goal is to provide unique defense policy learning experience, to supply current technical knowledge to defense programs, and to introduce outstanding scientists and engineers to government service in DoD. The fellowship increases awareness of various aspects of defense research, such as defense systems development, basic and applied research, advanced technology development, and systems engineering as a challenging and rewarding career environment for scientists and engineers. Specific Objectives of the Requirement: Selectees are to participate fully in a planned, developmental work program, which includes formal briefings, orientation, and training assignments. Participants will integrate modern science, technology and business practices into the area of defense in a number of non-scientific areas. C. SUPPLIER REQUIREMENTS: Specific tasks to be performed by the supplier: AAAS will provide the following services: ? Personnel (2-3 administrative personnel.) ? Promotion and recruitment advertisements (design, printing, postage, and mailing.) ? Applications (printing, mailing.) ? Office supplies and services (copy machine, fax, telephone and messenger services.) ? Interviewing services (candidate airfare, if applicable; candidate living subsistence, if applicable.) ? Selection committee to select no more than 9 fellows (transportation and lunches.) ? Orientation/seminars Direction on specific methodologies to be used: Office of Personnel Management Merit principles. Applicability of Specification and Standards: Candidates meet qualification requirements for the GS-12 grade level based upon education and experience. Period of Performance: September 10, 2001 through August 31, 2002. D. GOVERNMENT RERSPONSIBILITIES: Government-furnished elements: Office of the Secretary of Defense (OSD) and other participating components serviced by Washington Headquarters Services (WHS) will provide (temporary) Full-time Equivalent (FTE) space to support costs associated with assignment of a participant for one (or two) year(s), office space and requisite office equipment for use by AAAS Fellows during their service. Government Review and Approval: An OSD, WHS Personnel and Security (P&S) specialist will review advertising materials. E. REPORTING REQUIREMENTS: WHS, P&S representative will monitor the selection process, which will result in a list of eligible candidates. Selected candidates will be placed in OUSD, AT&L, PA&E, Office of the Assistant Secretary of the Army/Research, Development and Acquisition (SARDA), at the Defense Threat Reduction Agency, and in the Air Force Office of the Deputy Assistant Secretary for Science, Technology, and Engineering. The contractor will inform WHS, P&SD of all 2001-2002 advertising and participant selection procedures, September 10, 2001. F. CONTROL PROCEDURES: The OSD, WHS, P&S specialist will participate in the review and ranking of applications, the interview process, and the selection process for the OSD participant(s). G. INSPECTION AND ACCEPTANCE REQUIREMENTS: The selection process will result in a list of highly qualified candidates that will be provided to selecting officials. (Upon selection, standard entrance on duty procedures, as for other prospective employees, will be used.) (vii) N/A (viii)The FAR provision at 52.212-1, entitled: "Instructions to Offerors -- Commercial", applies to this acquisition. In addition, FAR 52.214-31 Facsimile Bids/Quotes is being added as an addendum:. (ix)The following provision does not apply to this acquisition: FAR 52.212-2, entitled: "Evaluation -- Commercial Items". Award will be based on the best value to the Government. (x) To be considered responsive, Offerors are to include a completed copy of the provision at FAR 52.212-3, entitled: "Offeror Representations and Certifications -- Commercial Items", with their submitted offer. (xi) FAR clause 52.212-4, entitled: "Contract Terms and Conditions -- Commercial Items", applies to this acquisition. Addendum to the above clause is FAR 52.243-1 Changes?Fixed Price and FAR 52.243-1 Alt II Changes?Fixed Price (Alternate II). (xii) FAR clause 52.212-5, entitled: "Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items", applicable clauses: 52.222-21, 52.222-26 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42, 52.222-44, 52.225-16, 52.232-33 DFARS 252.212-7001 (xiii) In addition to the aforementioned provisions and clauses, it is imperative to note that all contractors must comply with the terms and conditions of DFARS Clause 252.204-7004, entitled: "Required Central Contractor Registration". Other applicable provisions/clauses are: FAR 52.217-5 Evaluation of Options, FAR 52.217-8 Option to Extend Services, FAR 52.217-9 Option to Extend the Term of Contract, FAR 52.232-18 Availability of Funds, and FAR 52.232-19 Availability of Funds for Next Fiscal Year. (xiv) The Defense Priorities and Allocations System (DPAS) rating is not applicable.
