- Continued from modification 01. Mansfield Lahm Airport, OH The 179th Airlift Wing (AW) of the Ohio ANG occupies two separate portions of land (the main base area and the POL area, linked by a road included in the lease) totaling 67 acres of leased land on the Mansfield Lahm Airport. The Mansfield Lahm Airport sits approximately 3 miles north of the city of Mansfield Ohio. The mission of the 179th AW is to develop highly qualified operations, logistics, support, and medical professionals who provide theater airlift and mission support to serve the community, state, and nation. The unit flies the C-130 Hercules. The 179th AW occupies 4 administrative and 29 industrial buildings totaling approximately 265,000 SF with 370 full-time personnel. A unit training drill is conducted once a month and results in a surge of up to a total of 945 personnel. There are two construction projects in progress, which when complete, will add approximately 45,000 square feet of building space. The first involves Buildings 200 and 300 and is titled ?Replace Security Forces Complex?. This is scheduled for completion in 2001, and as part of this project Building 200 will be demolished. The second project is titled ?Replace Squadron Operations and Communications Complex? and is funded for contract award by 30 September 2001. Additionally, the city of Mansfield is planning to realign Harrington Memorial Road, which would add six acres to the installation, to be used as an automobile parking lot. The date of implementation of this plan is in 2002. Electric: Power is provided by Ohio Edison (aka First Energy). Electricity enters the base at two locations: one for the main base area and one for the POL area.. Annual usage for the year 2000 was 3018 MWh. It is delivered and distributed at 12.47 kV through a wye configuration radial system at both locations. The primary distribution system for both locations consists of approximately 2,600 LF 3-phase underground circuits and 2,000 LF of 3-phase overhead circuits rated at 15 kV. The underground circuits are buried at an average depth of 2.5 feet and are not marked with tracer wire. Multiple branches feed 14, 3-phase pad mounted transformers ranging from 50 to 750 kVA, nine 1-phase pole mounted transformers, ranging from 25 to 75 kVA, and one single phase pole mounted transformer rated at 15 kVA. The systems include 17 wood utility poles ranging in size from 40 to 45 feet, one 4-way underground switch, 30 electrical knife blade switches, three meters, and 52 electrical lightning arrestors. Although peak demand is unknown, base personnel indicate the capacities of the current systems are adequate for present and future needs. Natural Gas: Natural gas service is provided by Columbia Gas Company, IQ Solutions and enters the base at one point. Average annual usage is 21,751 Mcf. The configuration is a looped system with gas delivered at 38 psig and distributed at 10 psig. The system contains approximately 5,100 LF of PE pipe, and 1,600 LF of plastic coated steel pipe. Pipe diameter ranges from one to four inches. Pipes are buried at an average depth of 2.5 feet and the PE pipe is marked with tracer wire, while the plastic coated steel pipe is not. The system contains six steel plug valves, 18 PE ball valves, one 30,000-gallon storage tank, nine meters and 20 regulators. Base personnel indicate the capacity of the current system is adequate for present and future needs. Water: Water is supplied by the City of Mansfield. Annual usage for the year 2000 was 16,857 kGal. There are two separate systems: the main base area where water service enters the base and is metered at two locations and the POL area, where water enters the base and is metered at one location. Both systems are configured as predominantly looped systems with dead-end branches. Water is delivered at 56-60 psig. The two distribution systems consist of approximately 4,200 LF of PVC pipe, 4,100 LF of ductile iron pipe, and 740 LF of copper pipe. Pipe diameter ranges from one to 12 inches. Pipes are buried at an average depth of five feet without the use of tracer wire or marking tape. The system also has 19 cast iron-gate valves, eight brass gate valves, three post indicator valves, two corporation stops, three utility meter pits and 15 fire hydrant assemblies. Base personnel indicate the capacities of the current systems are adequate for present and future needs. Wastewater: Wastewater treatment service is provided by the City of Mansfield. Annual volume for the year 2000 is estimated to be 12,675 kGal. The wastewater collection system consists of two separate systems: the main base area and the POL area. Both wastewater collection systems operate via a combination of gravity flow and force mains with one exit location per area. The two wastewater collection systems consist of approximately 460 LF of PVC pipe, 338 LF of cast iron pipe; and 7,400 LF of vitrified clay pipe. Pipes range in diameter from two to eight inches. Pipe depth ranges from four to ten feet without tracer wire or warning tape. The systems include three lift stations (two in the main base area, one in the POL area), ranging from five to seven feet deep; four pre-cast concrete manholes and eight brick manholes ranging from six to 10 feet in depth. Base personnel indicate the capacities of the current systems are adequate for present and future needs. Springfield -- Beckley Municipal Airport, OH The 178th Fighter Wing (FW) of the Ohio ANG occupies 113.6 acres of leased land on the Springfield-Beckley Municipal Airport, located in central Ohio, approximately five miles south of the city of Springfield. The mission of the 178th FW is to train future fighter pilots. The unit flies the F-16 Falcon. The 178th FW occupies 8 administrative, 25 industrial, and 6 services buildings totaling approximately 336,330 SF with 409 full-time personnel. A unit training drill is conducted twice a month and results in a surge of up to a total of 829 personnel. Two projects are currently funded for construction in FY 2002. These include a Hush House and a 30,800 SF Squadron Operations Complex. Electric: Power is provided by Ohio Edison. Electricity enters the base, it is metered at a single location. Annual usage for the year 2000 was 5,800 MWh with a peak demand of 1.3 kW. It is delivered and distributed at 12.47 (kV) utilizing both wye and delta configurations at various portions of the installation. The primary distribution system consists of approximately 1,400 LF of 3-phase, four-wire overhead rated at 15 kV and 8,700 LF of 3-phase, four-wire underground circuits rated at 15 kV. The underground circuits are in duct-banks or in PVC conduit. All underground circuits are buried at an average depth of four feet and are marked with tracer wire. Multiple branches feed 21 three-phase pad mounted transformers ranging from 112.5 to 500 kVA and 8 single-phase transformers ranging in size from 15 to 167 kVA. The system includes 13 manholes, 13 wood utility poles, two underground switches and 25 overhead switches. Base personnel indicate the capacity of the current system is adequate for present and future needs. Water: Water is supplied by City of Springfield and enters the base at two points. Annual usage for the year 2000 was 387 kcf. There are two separate water distribution systems on the base. System 1 is the main system and is looped with numerous dead-end branches. System 2, which serves two buildings (Guard house and Base Supply) is configured as a dead-end branched system. Water is delivered at 55 psig. The distribution system consists of approximately 1,100 LF of PVC pipe, 6,200 LF of ductile iron pipe, and 8,500 LF of transite pipe. Pipe diameters range from two to 20 inches. Pipe is buried at an average depth of five feet without the use of tracer wire or marking tape. The system also has 30 cast iron-gate valves, 28 fire hydrant assemblies, and one 12 by 14 by 8 foot deep masonry block manhole. Base personnel indicate the capacity of the current system is adequate for present and future needs. Wastewater: The City of Springfield provides wastewater treatment service. Annual volume for the year 2000 is estimated to be 387 kcf. The wastewater collection system operates via gravity flow with lift station augmentation (no force main). It exits the base at 13 locations. The wastewater collection system consists of approximately 1,600 LF of PVC pipe, 850 LF of cast iron pipe, and 6,500 LF of vitrified clay pipe. Pipes range in size from four to eight inches. Pipe depth ranges from four to eight feet without tracer wire or warning tape. The system includes one lift station and 18 pre-cast concrete and 8 brick manholes ranging from six to eight feet in depth. Base personnel indicate the capacity of the current system is adequate for present and future needs. Toledo Express Airport, OH The 180th Fighter Wing (FW) of the Ohio ANG occupies 135.4 acres of leased land on the Toledo Express Airport (ANG), located approximately 22 miles west of Toledo, Ohio. The mission of the 180th FW is to provide combat ready F16C and support units capable of deploying world-wide in minimum response time. The 180th FW occupies 3 administrative, 13 industrial, and 7 services buildings totaling approximately 321,882 SF with 290 full-time personnel. A unit training drill is conducted once a month and results in a surge of up to a total of 900 personnel. Electric: Power is provided by Toledo Edison. Electricity enters the base at two locations. Annual usage for the year 2000 was 3,769,000 kWh with a peak demand of 736.5 kW. It is delivered and distributed at 12.47 kV through a varied system including both delta and wye configurations. The primary distribution system consists of the following circuits (all rated at 15 kV) in underground ductbanks: approximately 600 LF of 4-wire, 3-phase underground circuits, 5900 LF of 3-wire, 3-phase underground circuits, and 7000 LF of 1-wire underground circuits. The ductbanks are buried at an average depth of 3 feet and are marked with tracer wire. Additionally, there are approximately 2800 LF of 3-phase, 4-wire overhead circuits running through the installation. Multiple branches feed 16 three-phase pad mounted transformers ranging from 45 to 2000 kVA and 21 single-phase transformers ranging from 5 to 75 kVA. The system includes 7 manholes, 19 overhead switches, and 20 wood utility poles. Base personnel indicate the capacity of the current system is adequate for present and future needs. Natural Gas: Columbia Gas Company provides natural gas service. It enters the base at three points. Average annual usage is 22,653 Mcf. The configuration consists of three separate dead-end systems with gas delivered at 250 psig and distributed at 50 psig. The system contains approximately 5100 LF of polyethylene (PE) pipe and 3400 LF of steel pipe ranging from ? inch to two inches in diameter. Pipes are buried at an average depth of five feet and are marked with tracer wire over the PE pipe and no tracer wire over the steel pipe. The system contains three PE ball valves, one steel plug valve, five meters and 19 regulators. Base personnel indicate the capacity of the current system is adequate for present and future needs. Water: Water is supplied by the City of Toledo Water Utility and enters the base at one point. Annual usage for the year 2000 was 2,655 kcf. The configuration is a multi-loop system with dead-end branches. Water is delivered at 60 psig. The distribution system consists of approximately 7400 LF of PVC pipe, 1400 LF of ductile iron pipe, 1900 LF of cast iron pipe, 1300 LF of copper pipe, 3200 LF of cement asbestos pipe. Piping diameter ranges from 3/4 inch to 12 inches. Piping is buried at an average depth of five feet without the use of tracer wire or marking tape. The system also has 56 cast iron-gate valves, 16 brass shutoff valves, 3 post indicator valves and 25 fire hydrant assemblies. Base personnel indicate the capacity of the current system is adequate for present and future needs. Wastewater: The City of Toldeo provides wastewater treatment service. Annual volume for the year 2000 is estimated to be 8,730 kGal. The wastewater collection system operates via gravity flow with lift station augmentation and exits the base at one location. The wastewater collection system consists of approximately 4900 LF of PVC pipe, and 3200 LF of vitrified clay pipe. Pipes range in size from two to eight inches. Pipe depth ranges from six to eight feet without the use of tracer wire or warning tape. The system includes four lift stations, 8 pumps, 1 meter, 12 pre-cast concrete and 3 brick manholes ranging from six to eight feet in depth, and one pre-cast concrete wet-well. Base personnel indicate the capacity of the current system is adequate for present and future needs. This requirement is unrestricted.
