Description
The Department of Defense Education Activity (DoDEA) is a Department of Defense field activity operating under the direction, authority, and control of the Deputy Assistant Secretary of Defense for personnel Support, Families, and Education. It is comprised of the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS). The Department of Defense Dependents Schools Europe (DoDDS-Europe) provides a high-quality PreK-12 education to children of Department of Defense military and civilian personnel stationed in Europe and the Middle East. DoDDS Europe students receive an American-style education and get the added educational benefit of living in a foreign country. The 116 schools are organized into 8 districts and are located in the countries of Bahrain, Belgium, England, Germany, Iceland, Italy, the Netherlands, Portugal, Spain, and Turkey. The DoDDS Europe Headquarters is located in Wiesbaden, Germany. The Department of Defense Dependents Schools European Procurement Office in Germany intends to solicit and award an Indefinite Delivery Type Contract for these training services. This requirement is for non-personal services in support of the DODDS-Europe Early Childhood Initiatives Program. Per Diem for air/ground transportation, meals, and lodging will be provided in accordance with the Federal Travel Regulations. Approximately 250 educators service preschool through kindergarten students in DoDDS-Europe. Creative Curriculum is the adopted curriculum for the delivery of the DoDEA Content Standards in preschool-kindergarten programs. Providing professional development, addressing all levels of staff development needs as defined by the National Staff Development Council, is one of the goals of the DoDDS-Europe Early Child Education Professional Development Plan for Preschool-Kindergarten educators, administrators, and assistants. Training and follow-up support focused on using the basic tenets of Creative Curriculum and Connecting Content, Teaching, and Learning in the Pre school-Kindergarten classrooms are necessary to ensure implementation of the DoDEA ECE Program Standards. The sessions will provide educators with skills to improve the learning environment, thinking skills, physical development, social/emotional development, language development, and cognitive understandings of students in their classrooms. The Consultant shall provide training and follow-up support for DoDDS-Europe personnel from the Brussels, Heidelberg, Italy, Kaiserslautern, United Kingdom, and Wuerzburg Districts utilizing the following texts: Creative Curriculum and Connecting Content, Teaching, and Learning. Consultant will: Provide introductory training for new pre school-kindergarten personnel and provide follow-up training for experienced pre school-kindergarten personnel in the use of the Creative Curriculum and Connecting Content, Teaching, and Learning; Conduct site visits to provide input and support the use of the Creative Curriculum and Connecting Content, Teaching, and Learning; Train educators, administrators, assistants, and district education division personnel in appropriate educational methods for preschool children through kindergarten children focusing on methods which serve the social/emotional, physical, cognitive, and language development needs of children. Present topics including room arrangement, techniques for tying curriculum to assessment, the impact of brain research on educational planning, current theories and practices, uses and definition of appropriate materials, classroom management, and best practices; Provide expert consultation via email and telephonically to ECI Leaders, EC Liaisons, and educators as requested. Anticipated period of performance is 42 training days between October 01, 2001 through September 30, 2002 Solicitation MDA412-01-Q-0023 will be issued on or about August 22, 2001. Small Business considerations do not apply to this acquisition, as it is an overseas procurement for overseas services.=20 This modification to the original synopsis is to let offerors know that the solicitation issued for this requirement will be issued under Request For Proposal Number MDA412-01-R-0028. The reason for this change is that the requirement will now contain two option years and this resulted in the use of an R number versus a Q number. =20 In addition, the Government anticipates award of a Firm Fixed Price Contract in lieu of an Indefinite Delivery Type contract as indicated in the original synopsis. Finally, we anticipate issuing the RFP on either 28 or 29 Aug 01 with a closing date of 12 Sep 01.
