Description

This is a combined/solicitation/synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. N00244-01-R-0083 is issued as a Request for Proposals (RFP). All references of offers are understood to be proposals . The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The NAICS code 334290 Other Communications Equipment Manufacturing, and the small business size standard is 750 employees. Requirement is for Sagebrush, Model 30, 7 EA. The Model 30 must interface with existing equip, must meet the weight and performance reqmts for installation and mounting on 60 ft high antenna towers. The equip is part of the Weapons Impact Scoring Set. The equip must be form, fit and functionally compatible with existing components. No substitutions will be accepted. Contract being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302.1. Sagebrush, Inc., Albuquerque, NM, is the Orig Equip Mfr, owns the proprietary design of the unit, and is the only company that has specs. No hard copy documentation will be available. FFP contract anticipated. FOB destination Corona, CA. Delivery required within 90 days ADC. The following FAR provisions are applicable to this RFP FAR 52.212-1, Instructions to Offerors Commercial Items; Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at minimum shall be the same warranty terms, including offers of extended warranties, offere d to the general public. Express warranties shall be included in the contract. FAR 52.212-4, Contract Terms and Conditions Required to Implement Statutes for Executive Orders Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.211-5, Material Requirements. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payme nt Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and addendum provisions DFARS for Certain Domestic Commodities. OFFERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications Commercial Items. The Government intends to negotiate and award on a sole-source basis in accordance with FAR 6.302-1, FFP contract with Sagebrush, Inc., Albuquerque, NM. Please note no proposals by facsimile or electronic responses, including electronic mail will be accepted. Award is anticipated within thirty (30) days. See Note 22. Note 22 is modified to read 10 days in lieu of 45 days.
