Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Tetra Precision Inc., of St. Petersburg, FL, for a One-Dimensional Ball Bar Length Measuring Machine. The unit shall meet all the following specifications: **(a) 6"x12"x92" Granite bed-0.0005" straightness on top and sides, capable of measuring ballbar from 300mm to 1000mm in length;** (b) Welded steel support frame w/casters and leveling screws;** (c) Metrology frame-steel endplates with Invar structure, kinematically mounted to granite base;** (d) Air bearing sleds-two sleds, adjustable with kinematic mount for ballbar and optical mount for retroreflector;**(e) Air supply-filters, pressure regulators, and valving for control of air bearing sleds; **(f) Laser mount-bracket mounted to granite beam for support of Zygo ZMI-2000 or Zygo ZMI-510 laser head or equivalent (not included). Shield with ducted fan for removal of laser heat; **(g) Optics-all optics for interferometers at each end of metrology frame and for directing beam from laser head to interferometers; **(h) Environmental sensing-not included; **(i) Software-not included; **(j) Manual-instructions for setup, laser installation and alignment, maintenance; **(k) Warranty-one(1) year on parts and labor; and **(l) unit shall be completely aligned and tested and ready for installation of laser system and environmental sensors to be supplied by NIST.*****The one-dimensional measuring machine for certification of ballbar length is the first of its kind available on the market. Although it will become a commercial item at some time in the future, it is now available only from Tetra Precision Inc., who developed the machine at the request of NIST. Tetra Precision Inc. is, therefore, the only vendor who can fulfill the Government's current needs in a timely and cost-effective manner.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within twelve 120 days or less from receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by September 7, 2001 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.=20
