Description

Background "CONTINUOUS STIFFNESS MEASUREMENT (CSM) TECHNIQUE SOFTWARE=20 OPTION FOR AN EXISTING MTS NANO INDENTER XP INDENTATION=20 SYSTEM, INCLUDING ON-SITE INSTALLATION. The solicitation=20 number is F33601-01-T-0541. Place of Performance: Air=20 Force Institute of Technology (AFIT), Wright-Patterson Air=20 Force Base, Ohio. The CSM option will give the existing=20 MTS Nano Indenter the following capabilities: Continuous=20 force oscillation, frequencies 0.5 to 300 Hz; Force=20 amplitudes of 0.1 to 500 mN; software with dynamic model=20 characterizing the instrument's dynamic response in the=20 frequency range of .01 to 2000 Hz; system controls, monitors=20 and analyzes force and displacement oscillation amplitudes=20 as described above; feedback control of the force=20 oscillation to maintain a user-defined displacement=20 amplitude oscillation; abiity to measure contact stiffness=20 with displacement oscillation amplitudes as small as 1 =C5;=20 automatic reduction of dynamic response of the material to=20 the oscillations to yield the stiffness of the contact. Due=20 to compatibility with the existing MTS Nano Indenter already=20 in use by AFIT, the Government intends to solicit and=20 negotiate with only one source under the authority of FAR=20 13.106-1(b)(1) and FAR 6.302.1(a)(2)(iii). The proposed=20 source is MTS Systems Corporation, Nano Instruments=20 Innovation Center. Interested persons may identify their=20 interest and capability to respond to this requirement or=20 submit quotations. This notice of intent is not a request=20 for competitive quotations; however, all quotations received=20 by 10 Sep 2001 will be considered by the Government. A=20 determination by the Government not to compete this proposed=20 acquisition based upon responses to this notice is solely=20 within the discretion of the Government. Information=20 received will normally be considered solely for the purpose=20 of determining whether to conduct a competitive procurement. See Local Note H."
