- This solicitation is a 100% small business set-aside. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Request for Quotation number N00604-01-T-B163 applies. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27 and Defense Change Notice 20001213. The NAICS code is 339920 and the business size standard is 500 employees. This requirement is for a fixed priced contract for skateboard ramps for a skateboard park. CLIN 0001, 1 each Ramp, 5 feet High X 12 feet high quarterpipe. CLIN 0002, 2 each, Quarter hip, 3 feet high X12 feet wide quarterpipe and 3 feet high X 8 feet wide quarterpipe. CLIN 0003, 1 each, Pyramid/launch box combination, 2 feet high X 12 feet wide half pyramid with 3 feet high X 22 feet long grind ledge 2' high X 8' wide launch box. CLIN 0004, 1 each, 2 feet high X 4 feet wide bell ramp. CLIN 0005, 1 each, 4 feet high X 16 feet wide wedge ramp w/8 feet long grind ledge. CLIN 0006, 1 each 3 feet high X 12 feet high quarterpipe. CLIN 0007, 1 each, 1 foot high X 12 feet wide fun box with 2 feet high X 15 feet long grind wall. CLIN 0008, 1 each, Combination halfpipe with hips. 6 feet high X 16 feet wide halfpipe, 6 feet high X 12 feet wide wedge ramp and 6 feet high X 16 feet wide quarterpipe. Skate park will be located in an area 120' X 120' that was formerly two tennis courts. Minimum requirements for ramps include the following. 2X6 wooden framing reinforced with joist hangers. 4 X 4 wooden deck legs. All framing and sub-surfaces pained with industrial polyurethane enamel to protect against the environment. Deck surface shall be a minimum double layer deck with a top surface and a subsurface. Deck surface material shall be at least 1 inch thick and me of Skatelite Pro laminate material or better. Deck sub-surface material shall be at least 3/4inch thick and made of exterior grade plywood or better. All screw heads shall be recessed flush with deck surface. All screw holes, surface edges and seams shall be sealed with silicon. Coping shall be made of heavy duty stele using schedule 40 pipe or better. Coping is bolted to ramp frame. All surface edges shall be rounded to protect the skaters. Threshold shall be made of 1/4 inch thick steel. All threshold edges shall be rounded to protect the skaters. Leading edge of the threshold shall be tapered down to 1/8 inch for smooth transition. Triple layer transition surface with a top surface and two sub-surfaces. Transition surface material shall be a minimum 1-1/4 inch thick an made of Skatelite Pro laminate material or better. Transition subsurface material shall be a minimum 1/2 inch thick and made of exterior grade plywood. Support beam interlocks with transition wall. Wood beams shall be 3-1/2 inches X 3 inches or more. Transition walls shall be a minimum 2-1/2 inch thick plywood or better. Skatelite Pro laminate or better shall be used on the exterior face. Ramp shall rest on plastic pads or feet for protection against standing water. All exterior faces of deck and transition shall be laminated with Skatelite Pro or better. All ladders shall be made of steel for maximum durability. Ramps shall be suitable for a minimum of five years use without repairs. The contractor shall install all ramps at Pearl Harbor Naval Station, Pearl Harbor, Hawaii, 96860. Skateboard ramps, including installation hardware, shall be suitable for use in Pearl Harbor area (tropical environment with Pacific Ocean saltwater). Proposal price shall include all necessary components and labor for installation of the ramps. Contractor's quote shall list all proposed components by type, model no, and quantity, that are included in the price for the piers. Contractor's quote shall include a diagram of the proposed layout for the ramps to be offered and detailed information about how the proposal meets the specifications of the solicitation. Proposals that do not demonstrate that that the specifications of the solicitation are met may be eliminated from further consideration for award. Inspection and Acceptance shall be made at Destination by the receiving activity. In the event the unit price and extended price are ambiguous, the Government shall use the indicated unit price for evaluation and award purposes. The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Addendum to FAR 52.212-1: Paragraph (b) (4), Technical Description-Substitute "Descriptive literature" for "technical description."; Paragraph (h), Multiple awards-Delete entire paragraph. Substitute "Single Award. The Government plans to award a single contract resulting from this solicitation. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered unless the offeror specified otherwise in the offer." The provision at FAR 52.214-21, Descriptive Literature applies. The provision at FAR 52.212-2, Evaluation Commercial Items applies. The Government intends to make a single award to the responsible contractor whose proposal is technically acceptable, in full compliance to all other requirements set forth in the solicitation and the lowest cost or price. Technical acceptability is more important than price. The Government reserves the right to judge which quotes show the required capability and the right to eliminate from further consideration those quotes which are considered unacceptable and not capable of being made acceptable without major rewrite or revision.
