- The USA Robert Morris Acquisition Center-Natick (USA RMAC-N), Natick, MA, in support of the U.S. Army Soldier and Biological Chemical Command, Soldier Systems Center (USA SBCCOM SSC), intends to conduct negotiations and award a purchase order to Specialty Plastic Products of PA, Inc., 530 Sherwood Avenue, Dunmore, PA 18512 on the basis of other than full and open competition in accordance with Federal Acquisition Regulation part 6.302-1 and 6.302-3. THIS IS NOT A REQUEST FOR QUOTATION. This acquisition i nvolves the purchase of infantry combat medic bags and pockets that are compatible with the currently used Modular Lightweight Load Carrying Equipment Carrier (MOLLE II). Specialty Plastic Products of PA, Inc. is the only known source of this military un ique item and production by any other supplier would be a patent infringement. Specialty Plastic Products of PA, Inc. is uniquely qualified to meet the goals of this acquisition. Award to another company would result in duplication of costs and delay the purchase of these required medic bags. This is not a request for competitive proposals. However, the Government will consider all proposals received with seven (7) days after date of publication of this synopsis. A determination by the Government not t o compete this proposed purchase order based upon responses is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may identify their interest and capability to respond to this requirement by mailing information identified in CBD Note 22 to the U. S. Army Robert Morris Acquisition Center, Natick Contracting Division, ATTN: AMSSB-ACN-S/Peggy Dube, Natick, MA 01760-501 1 no later than 12:00 noon on 4 September 2001.
