B- DOC/NOAA National Marine Fisheries Service (NMFS), Fisheries Statistics and Economics Division (FS&ED) intends to negotiate on a sole source basis with Dr. Timothy Haab, Department of Agricultural, Environmental and Development Economics, Ohio state University, Columbus, Ohio to provide economic consulting services and assessment in support of the Marine Recreational Fisheries Statistics Survey (MRFSS) of NOAA. NMFS has collected individual years worth of data and has performed statistical analyses. Up to this point, no attempt has been made to analyze this time series of economic data in a holistic manner. By combining the data, this line of research will give the National Marine Fisheries Service insight into how often economic data needs to be collected in order to provide defensible estimates of value and anglers' preferences for fisheries management. All relevant Marine Recreational Fishing Statistics Survey (MRFSS) data collected from 1987 to present is to be analyzed. The data when fully assembled shall cover the states of Louisiana to Maine on the Atlantic/Gulf Coast, and California, Washington and Oregon on the Pacific Coast. The data will represent fishing activity from 1987 to 2000. Contractor shall compile data form econometric models, compare results, and assess estimates. Contractor shall deliver Quarterly Progress Reports, Final Report (including all supplementary results), data sets, and computer programs used, an estimated two years of effort.
