- DESCRIPTION: Firm fixed-price Architect-Engineer (A/E) services are required for a regional IDIQ contract for the design and preparation of mechanical/electrical construction plans and specifications for activities serviced by Engineering Field Activity NW, including, but not limited to, Washington, Oregon, Idaho, Montana, Alaska, and Nevada. A/E services required are primarily mechanical/electrical in nature but a strong multi-discipline team is required. THERE IS NO RFP PACKAGE TO DOWNLOAD. ALL INFORMATION NEEDED TO SUBMIT SF 254 AND SF 255 DOCUMENTS IS CONTAINED HEREIN. This solicitation is issued "unrestricted" for an Indefinite Quantity Firm Fixed Price Contract. NAICS Code for this procurement is 541310. The annual size standard is $4,000,000.00. Contract term will be a base term with two (2) options for additional performance periods. Each performance period will run 365 calendar days, or until the maximum dollar limit is reached, whichever occurs first. The government may exercise the options unilaterally. The maximum fee limit may not exceed $5,000,000.00 aggregate total. The values of individual contract task orders executed under this contract are $2,500 to $1M. Multiple task orders may be awarded with similar delivery schedules, requiring overlapping work/delivery dates. The minimum guarantee for the total contract shall be $5,000. Estimated start date for this contract is December 2001. *** Projects will likely include a wide range of facilities and structures, but with an emphasis on aircraft direct refueling systems (using Mil Hbk 1022 Petroleum Fuel Facilities), building level and campus level plumbing, boiler plants and steam distribution; lighting and electrical power distribution and transformation; and HVAC, plumbing, and electrical systems. Also included are water treatment and hazardous containment facilities, jet fuel storage and distribution, airfield lighting and control, energy-monitoring controls for various systems; and underground storage tanks and waterfront utilities. Primary work will be the preparation of plans and specifications for design/build or fully designed contracts to accomplish renovation projects, or for construction of new facilities. Additional services may include cost estimating, economic analysis, engineering studies, and seismic analysis of existing structures using current DOD seismic criteria. Services may include fire protection, topographic surveys, sub-surface investigations, utility studies, construction support services, cathodic protection systems, and identifying environmental concerns. The A/E may be required to prepare cost estimates, prepared by a professional cost engineer, using R.S. Means, Inc. Construction Cost Data, Historical Data or Tri-Services Unit Price Book, and SUCCESS (U.S. Cost, Inc.) cost estimating software. The A/E shall prepare as-built documentation in both electronic media and hard-copy, with electronic files submitted in AUTOCAD or INTEGRAPH Microstation-compatible computer drawing format. The A/E shall prepare computer-automated specifications using SPECSINTACT software. NOTE: Firms that design or prepare specs for a construction also applies to subsidiaries/affiliates of the firm. *** SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: The selection will be based on the following criteria. Criteria (1), (2) and (3) are the most important and are of equal importance. The others are shown in descending order of importance. Provide the following information. *** (NOTE: The following elements, as they relate to Criteria 1 through Criteria 7, will result in an increased evaluation rating and should be addressed accordingly: a) Projects completed within the last five (5) years; b) Projects related to a wide range of facilities and structures, but emphasizing aircraft direct refueling systems, building level and campus level plumbing, boiler plants, and steam distribution, lighting and electrical power distribution and transformation, and exhaust, heating, ventilation, and air-conditioning and related monitoring controls. c) projects with an estimated construction cost of $100,000 to $10M; d) projects involving a sustainable design approach; and e) design-build projects. In addition, all projects listed shall be those completed by the office/branch that will be accomplishing the work under this contract.) *** (CRITERIA 1, RECENT EXPERIENCE) Specialized experience of the proposed team, including consultants. CRITERIA 1, PROPOSAL SUMMISSION REQUIREMENTS: a) Identify the proposed team, including cost estimator and specification writer. In additional, identify a Fuels Design Specialty subcontractor and their qualifications, indicating past experience of the firm and individuals proposed in design of aircraft direct refueling systems and their design experience using criteria included in Mil Hbk 1022, Petroleum Fuel Facilities. In a matrix format, list team member names and assignments and their firm name and location, professional registration location and license number, number of years of professional experience, number of years with current firm, highest education level and area of concentration (i.e. BS mechanical engineering) and estimated percent of time to be spent on this team. b) In a second matrix form, identify the work, by team members, that best illustrates experience relevant to this contract scope. Provide project title, location, name and responsibility of participating team member, percent of the project for which the team member was responsible, project dollar value, date of construction completion, owner's point of contact (name, title, and current phone number). Do not list more than ten (10) projects in Block 8 of the SF-255;. In these project descriptions, provide evidence of experience in site planning and design of environmentally responsible and sustainable facilities integrated across all engineering disciplines, and examples of projects in Standard International metric units from planning stages through design and construction. Extra credit may be assigned for each project cited which earned a LEED rating ((Leadership in Energy and Environmental Design) Green Building Rating System Criteria of the US Green Building Council. *** (CRITERIA 2, PROFESSIONAL QUALIFICATIONS) Professional qualifications of the proposed team, including subconsultants, in conducting value engineering studies, cost estimates, life cycle analyses, sustainable design and construction analyses, and applicable sketches for the preparation of architectural designs and/or studies for renovation/repair and new construction. CRITERIA PROPOSAL SUBMISSION REQUIREMENTS: a) List the team members who will perform the major tasks for these projects, and their skills and abilities. Key personnel must be professionally registered in their discipline. In Block 4 of the SF-255 (Personnel Discipline) show the entire proposed team and professional registration credentials by listing personnel employed by the prime in the blanks provided and personnel from consultants to the left in parentheses. In Block 7 of the SF-255, indicate branch office location of each team member, including key consultant personnel. b) Information provided under Criteria 1 may also be used to gather information on Professional Qualifications. *** (CRITERIA 3, PAST PERFORMANCE) Past performance with government agencies and/or private industry with respect to cost control, quality of work, and compliance with performance schedules. Demonstrated long-term Government or private industry relationships, repeat business on related efforts and construction support are valued. CRITERIA 3, PROPOSAL SUBMISSION REQUIREMENTS: a) Provide copies of awards, excellent ratings or commendation letters received by the office/branch that will be accomplishing the work. Explain the role of the recognized firm/person in the work being addressed. b) Describe three (3) to five (5) examples of construction projects in terms of quality of work, cost control and compliance with performance schedules. Indicate cost control measures taken and other proactive procedures used to ensure projects are within cost limitations. c) Owner's points of contact provided in the response to Factors 1 and 2 may be contacted to gather additional information. *** (CRITERIA 4, QUALITY) The demonstrated success of the quality control program used by the firm to ensure the provision of quality products. CRITERIA 4, PROPOSAL SUBMISSION REQUIREMENTS: a) Describe the prime contractor's quality control program/process; who is responsible for program implementation, how the program is kept current, how does the prime contractor instill a culture of quality throughout the team. Illustrate the firm's success in implementing the program. Of special interest are projects listed as team experience above. *** (CRITERIA 5, CAPACITY) The ability of the firm to complete multidisciplinary task orders concurrently. Of primary concern is the team's ability to deliver work on multiple overlapping task orders. CRITERIA 5, PROPOSAL SUBMISSION REQUIREMENTS: a) Information provided in the response to Criteria 1 (percentage of time to be devoted to this contract) will be used to evaluate this factor. b) Describe the team's experience in successfully delivering projects per performance schedules, providing timely construction contract support, and successfully completing multiple products with similar delivery dates. c) Discuss how surge workload would be handled. *** (CRITERIA 6, SUSTAINABLE DESIGN) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Demonstrated knowledge of the U.S. Green Building Council's Leadership in Energy and Environmental Design Building Rating System. CRITERIA 6, PROPOSAL SUBMISSION REQUIREMENTS: a) Describe the team's experience in encouraging the use of waste reduction techniques, including examples of projects where energy efficiency exceeded normal industry expectations. b) Indicate familiarity with use of recovered materials on construction contracts consistent for FAR Clause 52.223-9. *** (CRITIERA 7, LOCATION) The location of the firm/project team in the general geographical area of the contract (within 50 mile radius of EFA NW Poulsbo, WA office) and the firm's demonstrated knowledge with selection of appropriate construction materials and knowledge of conditions affecting project costs and bidding climate for the geographic locations in this contract. CRITERIA 7, PROPOSAL SUBMISSION REQUIREMENTS: a) Illustrate a working knowledge of construction in the geographic area covered by this contract. The major facilities serviced by this contract include Puget Sound Naval Shipyard, Naval Air Station, Whidbey Island, and Naval Submarine Base, Bangor, all located in Washington State, and Naval Air Station, Fallon, Nevada. b) Address knowledge of construction costs in the areas addressed by this contract. *** *** NOTE: Criteria (8) and (9) will be used as secondary evaluation factors should the application of Criteria (1) through (7) result in firms being rated as equal. *** (CRITERIA 8, COMMITMENT TO SMALL BUSINESS CONCERNS). Use of small/small disadvantaged or women-owned business firms as primary consultants or as subconsultants. CRITERIA 8, PROPOSAL SUBMISSION REQUIREMENTS: If a large business, indicate your subcontracting goals for this contract. List the names of the small businesses, the dollar amount and percentage anticipated to be subcontracted to each firm. The following goals for the Navy of subcontracted work are provided for your information: Small Business is 65% of subcontracted work; Small Disadvantaged Business is 12%; Veteran Owned Small Business is 3%; Women Owned Small Business is 5%; HUBZone is 2.0%; and HBCU/MI has no established percentage of subcontracted work. NOTE: If a large business concern is selected they will be required to submit a subcontracting plan prior to award that provides goals that meet or exceed the goals provided with their SF 255. *** (CRITERIA 9, VOLUME OF WORK) Volume of DOD work awarded to the firm in the past 12 months with the objective of equitably distributing contracts among qualified A/E firms including minority owned firms and firms that have not had prior DOD contracts. CRITERIA 9, PROPOSAL SUBMISSION REQUIREMENTS: In Block 9 of the SF-255, provide a list of DOD awarded contracts in the last 12 months with award amounts. *** SELECTION INTERVIEW REQUIREMENTS: Personal interviews may not be scheduled prior to slating of the most highly qualified firms. Those A-E firms slated for interviews must submit their Design Quality Assurance Plan (DQAP), including an explanation of the management and design team components, quality control process, and a portfolio of design work. Elaborate brochures/presentations are not desired. *** ADDITIONAL INFORMATION: Qualified firms shall submit one copy of an SF-254 and SF-255, including each subconsultant's current SF254. Firms with multiple offices shall indicate which office completed each project listed in Block 8 and shall list which office is contracted for projects in Block 9 of the SF-255. Indicate solicitation number in Block 2b; CEC Code and/or DUNs (for the address listed in Block 3) and the TIN number in Block 3; fax number in Block 3a. SF 255's shall not exceed 35 pages with a minimum font size of 10 (double sided is two pages). All information must be included on the SF 255 (cover letter, attachments and excess number of pages will not be included in the evaluation process). Per DFAR 252.204.7004, all firms must be registered with the Central Contractor Registration prior to contract award. Responses shall be submitted to Pam Grady, Engineering Field Activity, NW, 19917 7th Avenue NE, Poulsbo, WA 98370-7570 no later than 2:00 p.m. local time on 04 October 2001. Submittals received after this date and time will not be considered. Facsimile submittals will not be accepted. Site visits will not be arranged during the submittal period. Debriefing requests will not be entertained prior to 45 days after the submittal due date. THIS IS NOT A REQUEST FOR PROPOSAL. NO solicitation package, technical information, or bidder/plan holder list will be issued. Firms not providing the required information may be negatively evaluated.
