- Description
- The United States Special Operations Command (USSOCOM), Center for Acquisition and Logistics (SOAL), Directorate of Procurement is seeking sources to provide CASA 212-200 Off-Wing Scheduled and Unscheduled Engine Maintenance. USSOCOM manages five CASA 212-200 aircraft (a commercial aircraft derivative). Each aircraft has two Allied Signal/Garrett TPE331-10R-511C engines. The current inventory for these engines is 20, which includes 10 on aircraft and 10 spares. USSOCOM provides the CASA 212-200 as training aircraft to support Special Operations Forces (SOF) in meeting initial and recurring qualification training to pilots and parachutists. The five aircraft are deployed to three training sites within the continental United States: Fort Bragg, NC; Hurlburt Field, FL; and Laguna Army Air Field, AZ. The CASA 212-200 Engine Maintenance Program objectives are: (1) Contract with a domestic repair station that is certified under Federal Aviation Regulation Part 145 (Class 3 turbine rating) for the maintenance, inspection, repair, and return to service of the Allied Signal/Garrett TPE331-10R-511C engine; (2) provide an efficient and effective off-wing engine maintenance program that minimizes engine "out of service conditions"; (3) obtain "best value" solutions while meeting strict adherence to safety and reliability requirements of the engine and its accessories; and (4) provides on-site technical assistance when requested for engine related "aircraft on ground" (AOG) conditions. Engine maintenance includes all scheduled and unscheduled maintenance and compliance with all known FAA Airworthiness Directives (AD) and manufactures Service Bulletins (SB). The NAICS code is 336412 and the small business size standard is 1,000 employees. The Department of Defense requires all contractors to be registered in the Central Contractor Registration (CCR) to receive solicitations, contract awards or payments. This announcement is a request for information only and is not a request for proposal or announcement of solicitation. The Government shall not be obligated to procure any service as a result of this solicitation. The Government makes no guarantees that there will be a follow-on solicitation or procurement. The Government will not use results of this solicitation to develop a bidders list. Failure to participate in this solicitation will not preclude offerors from participating in any follow-on effort should there be follow-on efforts. The Government will not pay for any effort expended or any material provided in response to this synopsis nor will the Government return any data provided. All potential sources having the capabilities to provide this service are requested to provide the information to the attention of Mr. David Kuma, United States Special Operations Command, ATTN: SOAL-PEO-FW, 7701 Tampa Point Blvd., MacDill AFB, FL 33621-5323, no later than 30 September 2001.
