- NOTE: THIS A MARKET SURVEY FOR WRITTEN INFORMATION ONLY FROM SMALL BUSINESS CONCERNS. OTHER THAN SMALL BUSINESS CONCERNS INTERESTED IN THE NON-SET ASIDE PORTION OF THIS PROCUREMENT SHOULD NOT RESPOND TO THIS ANNOUNCEMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP REQUESTS. NO TELEPHONE CALLS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME . RESPONSES SHALL NOT EXCEED 5 PAGES AND STANDARD COMPANY BROCHURES ARE NOT DESIRED. INFORMATION SHALL FOCUS ON THE CAPABILITY TO PROVIDE TECHNICAL SUPPORT SERVICES DEFINED BELOW. The applicable NAICS code is 541620. The U.S. Environmental Protection Agency, Office of Federal Activities (OFA) within the Office of Enforcement and Compliance Assurance, has a requirement for contractor technical support for OFA's domestic and international National Environmental Policy Act (NEPA) related program responsibilities (including 309 of the Clean Air Act, cross-cutting statutes such as the Endangered Species Act, National Historic Preservation Act and Executive Orders on environmental justice, wetlands, floodplains, etc.), and occasional support to other EPA program offices in carrying out their environmental missions. This acquisition is proposed to be a multiple award indefinite delivery/indefinite quantity (IDIQ) task order contract, with minimums of $20,000 and maximums of approximately $2.5 per year. EPA plans to issue both time and materials (i.e., fixed rate) and firm fixed price task order under any resulting contract. It is planned to award at least one small business set-aside contract and several other contracts under full and open competition. The technical support may include: preparation and/or review of environmental impact statements, environmental assessments, and other special environmental studies; evaluation of project issues under the 309 review program; assistance with environmental impact assessment and enforcement training in foreign countries; assistance with development of technical guidance and informational materials; assistance with the development and delivery of training materials; site inspections for compliance with EPA regulations; developing air or water environmental models; and performing risk assessments. Small Business Concerns with the capability of providing these services are invited to submit, in writing, sufficient information within the page limitation (5 pages) which demonstrates their ability to fulfill this requirement.
