Description
The U. S. Department of Commerce, National Weather Service, intends to procure construction services to build a new West Coast/Alaska Tsunami Warning Center (WC/ATWC) located at 910 S. Felton Street, Palmer, Alaska. The contractor shall provide all the labor, materials, equipment, and supplies necessary to construct the new WC/ATWC and generator building. The government will provide the generator, automatic transfer switch (ATS), and uninterrupted power supply (UPS) equipment. The project includes but is not limited to the following: (1) approximately 6,722 gross square foot office, storage, and research facility in a single story building plus a generator building on the existing property; (2) Utility connections, asphalt paving, and exterior security system and lighting; and (3) Seismic Zone 4 requirements. Construction will incorporate the latest environmentally friendly "green building/sustainable design" features and processes as described in the design specifications which will qualify the building for the U.S. Green Building Council's Leadership in Energy and Environmental Design (LEED) Certified rating. Some of the LEED features include but are not limited to:=20 (1) Recycling construction waste; (2) Using a minimum of 50% of wood-based materials certified by the Forest Stewardship Council guidelines; (3) Light Pollution Reduction by not exceeding the Illuminating Engineering Society of North America footcandle requirements; (4) Use of water saving and energy efficient mechanical equipment and fixtures; (5) Use of materials with low emissions (VOC); and (6) Use of day lighting and multiple switching to reduce lighting energy consumption. The current WC/ATWC operation must continue uninterrupted during the construction. =20 The resultant sealed bid acquisition will be a firm-fixed price contract. This will be a 100% small business set aside. The NAICS code is 23332. Estimated construction cost is between $1,000,000 to $3,000,000 with contract award anticipated in January 2002 with Notice To Proceed in February 2002. This construction project is designed in three phases including 1) construction of the new office with associated utility hook-up and is scheduled for completion by approximately May 2003; 2) preparation and relocation of operations while maintaining uninterrupted operations and is scheduled for completion by approximately July 2003; and 3) remediation/demolition of the current structures scheduled for completion by approximately September 2003. Specifications and bid documents will be available on or about October 15, 2001. A pre-bid conference is planned to be held at the WC/ATWC site in Palmer, Alaska in early to mid-November 2001. The solicitation will require all bidders to provide past performance information of recent projects of similar size and type, construction experience in Alaska, and LEED familiarity and experience. All responsible sources may submit a bid which shall be considered by the agency. One set of bid documents per requestor will be provided on a first come first serve bases until exhausted.
