Description
Rocky Flats Closure Project Contractor announces new opportunities for decontamination and demolition (D&D) subcontractors. Kaiser-Hill Company, L.L.C. (Contractor), is the Closure Project Contractor at Rocky Flats Environmental Technology Site (RFETS) near Golden, Colorado. Contractor is establishing a list of pre-qualified Offerors who can perform safe and cost effective commercial D&D work to support the Rocky Flats Closure Project. The list of pre-qualified Offerors will be used as a source list for future solicitations for the D&D work described below. This source list may be periodically updated as additional qualified Offerors are identified. Competitive subcontracting opportunities include D&D of multiple industrial buildings at RFETS with a total estimated FUTURE subcontracting value of approximately $125 million; multiple subcontract awards are anticipated. Work will include D&D of buildings contaminated with both radiological (Plutonium and Uranium) and hazardous constituents (Beryllium, asbestos, lead, etc.). All subcontract awards will be based on fair and effective competition in consideration of best value as determined by Contractor. The initial solicitation will be for a Firm Fixed Price (FFP) subcontract for D&D of Building 865 Complex and Building 886 Complex. The Building 865 Complex consists of Buildings 863, 865, 866, 867, 868 and C865. Building 865, constructed in 1970, is a rectangular pre-cast concrete single story structure comprising approximately 38,000 square feet. Building 865 was part of plant research and development, and housed metal-working equipment for the study of non-plutonium metals (i.e. uranium, beryllium etc.) and development of alloys and prototype hardware. The other buildings in the 865 Complex were to support Building 865 operations, range from 300 square feet to 2800 square feet and include storage, filter plenums and cooling tower. The Building 886 Complex consists of Buildings 827, 828, 880, 888, 888A, 875, and 886. Building 886, constructed in 1964, is a concrete block structure with an added 37-foot tall poured reinforced concrete structure with 4'0" thick walls and an integrally cast roof of 2' thickness. Building 886 is 10,360 square feet on a single level. Building 886 housed the Critical Mass Laboratory and was used to perform criticality experiments using uranium and plutonium in solutions, compacted powders, and metallic forms. The other structures in the 886 complex range from 170 to 3300 square feet and include waste storage, filter plenums, electrical distribution and guard house. The anticipated subcontract performance period for Bldg. 865 Complex and 886 Complex is December 2001 through September 2002 with an estimated value of $10M. The pre-qualification process will begin by submitting a written response to this advertisement requesting Contractor to provide Offeror a Pre-Qualification Package. Within three (3) business days of receipt of Offeror's written request for Pre-Qualification, Contractor will provide Offeror with a Pre-Qualification package. The Pre-Qualification package will include detailed Offeror instruction for providing the required SAFETY AND COMPLIANCE, PROJECT EXPERIENCE and FINANCIAL information for Offeror and any lower-tier subcontractors. The required SAFETY AND COMPLIANCE information will include, but is not necessarily limited to, OSHA 200 log, Workers Experience Modification Rate, Number of Recordable Cases, Number Day Away from Work Cases, OSHA violations, RFETS specific health and safety statistics (if applicable) etc. OFFERORS WITHOUT DEMONSTRATED SAFE PERFORMANCE WILL NOT BE CONSIDERED FOR ANY SUBCONTRACT AWARD AND SHOULD NOT REQUEST PRE-QUALIFICATION. The required PROJECT EXPERIENCE information will include, but is not necessarily limited to, demonstrated self-performed or managed D&D experience in a radiological controlled environment on projects greater than $3M within the last three years, client references, project manager qualifications, and other information requested by Contractor. OFFERORS WITHOUT DEMONSTRATED RADIOLOGICAL D&D PROJECT EXPERIENCE WILL NOT BE CONSIDERED FOR ANY SUBCONTRACT AWARD AND SHOULD NOT REQUEST PRE-QUALIFICATION. The required FINANCIAL information will include, but is not necessarily limited to, bonding capacity, most recent financial statement, identification of any terminations for default or pending litigation relative to D&D project performance. OFFERORS WITHOUT DEMOSTRATED FINANCIAL RESPONSIBILITY WILL NOT BE CONSIDERED FOR ANY SUBCONTRACT AWARD AND SHOULD NOT REQUEST PRE-QUALIFICATION. Offerors must complete the Pre-Qualification package and submit the information to Contractor within ten (10) business days of the date of receipt. Those Offerors who have been pre-qualified by the Contractor will be eligible to receive the Request For Proposal (RFP) documents for the Building 865 and Building 886 solicitation and be placed on the pre-qualified list for future D&D solicitations.
