Description

The US Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with YSI Environmental, 13 Atlantis Dr., Marion, MA 02738 for the purchase of continuous in-stream monitoring equipment for monitoring various parameters such as level, pH, Oxidation Reduction Potential (ORP), Turbidity, Dissolved Oxygen (DO), Temperature, and Specific Conductance. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A SEPARATE SOLICITATION WILL NOT BE ISSUED. The solicitation number is UK1099 and the solicitation is being issued as a Request for Quotation (EFQ). A firm-fixed price contract is anticipated. Award will be made to the lowest price offeror that can provide the required YSI equipment. Award will be made using Simplified Acquisition Procedures. The parameters listed above are currently being measured with YSI water quality monitoring sondes. It is absolutely critical that the new sondes be identical to the ones currently being used in order to preserve data quality and consolidation with the data already collected. The required equipment is listed below: (1) 6920-SV YSI 6920-43 Multi-Parameter Water Quality Logger with Conductivity, Temperature, Shallow vented depth (0-30 ft), 1 optical port, and vented Bulkhead connector. With 384K flash memory, RS-232 and SDI-12 Communication interfaces and Eco-Watch software for Windows. (8 each) (2) 6565 YSI ph/ORP Combination Probe. (8 each) (3) 6028 YSI Turbidity probe with Automated Wiper. (8 each) (4) 6562 YSI DO rapid Pulse Clark Cell Probe. (9 each) (5) YSI model 650 Waterproof Field Data Logger and Display with Barometer and Extended Memory. (2 each) (6) 6113 YSI Rechargeable Battery Pack kit with 110 Volt Charger and Adapter cable for 650 Display) (2 each) (7) YSI Hands-Free Harness for 650 field display. (2 each) (8) 6115 GPS Y-cable. (2 each) YSI Environmental is the only source, known to EPA, of identical sondes. Delivery is required in October, 2002, fob destination to Athens GA. The circumstance permitting "Other than full and open competition" is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". The North American Industry Classification System (NAICS) Code is 334516 and the size standard is 500 employees to qualify as a small business, is applicable. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors -- Commercial;52.212-2,Evaluation -- Commercial Items. All offerors are to include with their offer a completed copy of provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items. The following additional FAR clauses which are cited in clauses 52.212-5 are applicable to the acquisition: 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Handicapped Workers; 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.222-41. All interested parties who believe they can provide the required items should submit a Quote including Representations, Certifications, and product specifications that show that the proposed system meets all the requirements above, by September 17, 2001.
